This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. This solicitation CS-I-96-027 is issued as a request for proposal, and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 90-40. The standard industrial classification code is 3499, with a small business size standard of 500 employees. This solicitation is for one contract line item 0001, Tire Deflators, 786 each. The offeror's firm fixed price proposal shall include the price of the tire deflators and the cost to ship them FOB destination to various locations in the United States. The contractor is to make delivery within 60 to 90 days after award of the contract. The offeror is to indicate in their proposal the number of days needed for delivery, not to exceed 90 days from the date of contract award. Aceptance will be at the various locations. The following FAR provisions and clauses apply to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial Items; FAR 52.212-2, Evaluation-Commercial Items, with the following evaluation criteria included in paragraph (a) of the provision: The Government will award a contract to a technically acceptable, responsible offeror at a fair and reasonable price. Any offeror responding to this solicitation should include the contract number, agency, and the description of its tire deflators sold to another agency. The information should also include the name, telephone and FAX numbers of the agency's point of contact; FAR 52.212-3, Offeror Representations and Certifications-Commercial Items. This FAR clause 52.212-3 may be obtained from any public library or by FAXing a request to the Contracting Officer at (317) 298-1344. FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contracts Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, with the following additional FAR clauses: FAR 52.203-6, Restrictions on Subcontractor Sales to the Government, with Alternate I; FAR 52.203.10, Price or Fee Adjustment for Illegal or Improper Activity; FAR 52.219-8, Utilization of Small Business Concerns and Small Disadvantaged Business Concerns; FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; FAR 52.222-36, Affirmative Action for Handicapped Workers; FAR 52.222-37, Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; and FAR 52.225-3, Buy American Act-Supplies. Offers are due to the Contracting Officer by September 16, 1996 at 4:00 p.m., local time, at the U.S. Customs Service, Field Procurement Services Group, 6026 Lakeside Boulevard, Indianapolis, Indiana 46278. The following clause is added to the solicitation by addendum: Treasury Acquisition Procurement Regulation 1046.673, Inspection, Acceptance, and Receiving Reports. See note number 22. This acquisition will be made under the authority of 41 USC 253(c)(1), Only One Responsible Source. Since this acquisition is for a commercial item, FAR 12.603(c)(3) (ii) will be used for establishing the solicitation response time, rather than the time shown in Note 22, which in this instance, is not applicable. All responsible sources may submit an offer which shall be considered by the agency. (0240)
