D -- LICENSING AGREEMENT FOR USPS FAST FORWARD SOFTWARE Sol 475630-96-A-G382 Due 102196 Contact Point, Gwen Wilson, Purchasing Specialist, (901) 747-7549 The U.S. Postal Service is seeking mailers and mail preparation service bureaus who would be interested in a licensing agreement with the U.S. Postal Service (USPS) to provide the USPS Fastforward service in conjunction with their own multi-line optical character reader (MLCOR) equipment. The Fastforward system will enable licensees to re-address mail pieces, if the intended recipient has moved, as part of normal mail preparation activities. The Fastforward system is one of the four authorized methods by which mailers may meet the move update requirement of the USPS Classification Reform. Prerequisites to being considered for a Fastforward license are that the potential licensee must operate the Fastforward process on their owned/leased MLCOR system that is USPS Multi-line Accuracy Support System (MASS) certified and that this MLOCR system has also obtained USPS vendor certification as one that can successfully interface with the USPS Fastforward computer system. Interested parties should contact their MLOCR equipment vendor to ascertain if this feature is available for their particular equipment and its associated costs. An annual licensing fee of $10,000.00 will be paid to USPS by the licensee for each USPS provided Fastforward computer system that it wishes to operate. Interested parties should contact Gwen Wilson, Purchasing Specialist of a USPS Fastforward licensing information package. Applications for Fastforward licenses will be accepted until notice is published in CBD. Solicitation will be issued on or about 9/20/96. All responsible sources may submit an offer. No telephone, telegraphic or facsimile requests for the solicitation package will be accepted. (235)
