Specialized Diving Services for the Sonny Carter Training Facility
(SCTF) Neutral Buoyancy Laboratory (NBL), Donna Leech, Subcontracts
Administrator, 713/480-8101, Ext. 201. Johnson Engineering Corporation
(JE) is a prime contractor (NAS 9-18800) to the National Aeronautics
and Space Administration (NASA) at Johnson Space Center (JSC), Houston,
Texas. JE supports the Flight Crew Support Division (FCSD), which
includes operation of the SCTF NBL. The SCTF NBL will be used to train
astronauts in a simulated weightless environment in support of Space
Shuttle and Space Station missions which involves extravehicular
activities. JE is seeking prospective subcontractors to provide
Specialized Diving Services in the business of diving operations
involving use of oxygen-enriched air as a breathing medium. All SCTF
NBL diving shall be conducted in accordance with OSHA guidelines, 29
CFR 1910 Subpart T, ``Scientific Diving''. Training will be
accomplished in-water using the NBL's 40 foot deep training tank. The
NBL's operations allow for six (6) astronauts in surface supplied
dry-suits and approximately twenty-four (24) SCUBA divers working
simultaneously in the NBL training tank. All in-water personnel will
breath an oxygen-enriched air mixture of 45% oxygen/55%nitrogen (NBL
NITROX). In-water exposures will average 5 to 7 hours for astronauts,
with a historical maximum of 8 hours. SCUBA divers will rotate in/out
every two (2) hours. To ensure safe operations, the following
specialized services are anticipated: 1) Expert technical review,
analysis, objective evaluation, and recommendations with regard to the
development of NBL SCUBA diver (working and non-working) training
programs, 2) Detailed NBL SCUBA diver training (NBL NITROX, physics,
physiology, equipment, safety, etc.) for those who will utilize the NBL
training tank or support its operation, 3) Expert technical advice,
analysis, objective evaluation, and recommendations regarding NBL daily
diving operations, operating procedures (normal and emergency),
checklists, and other technical aspects of diving as they pertain to
NBL training and diving operations. Interested sources are requested to
submit a Statement of Capabilities (SOC) within 15 calendar days of the
publication date of this notice. Include the following relevant
experience with the SOC: 1) History of operations in the mixed gas
diving field with emphasis on oxygen-enriched breathing mediums, 2)
Examples of similar work as a scientific/technical diving expert, 3)
Examples of other similar work, and 5) Business status (e.g., small
disadvantaged or woman-owned business, small or large). All firms
submitting an SOC will be considered, and any subsequent solicitation
will be issued to the sources that JE has determined to have the best
potential to successfully perform the specified work. JE does not
intend to pay for information received as a result of the synopsis.
