a combined synopsis/solicitation for commercial items prepared in
accordance with the format in subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation, proposals are being requested and a
written solicitation will not be issued. Solicitation 1422660R961005,
an RFP, incorporates provisions and clauses in effect through FAC
90-39. SIC 7373. Small Business Size $14.5 million annual receipts.
100% small business set-aside. The system shall provide a cost
effective, secure method for BLM employees to asynchronously dial into
and out of the BLM National Centers' Novell network, access network
peripherals such as CD-ROM servers and INTERNET WEB servers, and
execute network software at response times acceptable to BLM (near
Ethernet). The proposed system shall possess the capability to add
network fax services across multiple file servers. The communication
system shall host remote node and remote LAN dial-in sessions in IPX,
IP, and AppleTalk protocols, and support legacy terminal services. The
telecommunications components of the communication system shall be
configured to support a fully channelized digital T1 circuit and all
modems shall operate at a minimum of 28,800 bps. The contractor shall
supply all DSUs / CSUs and any other equipment necessary to terminate
the T1 circuit. The proposed communication system shall be configured
to provide full functionality in concert with the National Center's
security firewall. BLM employees and approved public personnel network
rights will be defined by BLM management and managed using Novell
NETWARE Connect (supplied by the contractor as part of the
communication system). Dial out capability shall be provided by the
same system. All components of the system shall provide an upgrade path
to support ISDN. The system shall be capable of operating with a
mixture of analog asynchronous and ISDN PRI/BRI synchronous circuits
for future dial in/out service. All components shall be of a rack mount
design and be installed in an industry standard RETMA cabinet. Patch
panels, dual internal power supplies, cooling fans and all necessary
power cords and cabling necessary to configure a working system shall
be delivered and installed by the vendor. The entire communications
system shall be assembled, configured, tested, delivered and installed
at the BLM National Center's site as part of the contract. The
communications server shall conceptually be configured as a 25 user,
Novell NETWARE 4.1 file server, minimum of 90MHz pentium processor
speed. This same communications server shall perform the following
functions: act as a multi protocol router, provide the NETWARE Connect
dial in/dial out asynchronous modem sharing software capable of ISDN
upgrade, support 24 v.34 asynchronous digital T1 connections (capable
of ISDN upgrade), and the capability to establish a minimum of 32 ports
for increased modem access. The communications server shall be
configured to support a minimum of eight 80486DX4 100MHz communications
processor chips for remote access/control of network applications with
the ability to easily increase the number of processors by inserting
additional boards. A portion of the communications server shall be
configured to provide SNMP management of the operational environment as
it pertains to the communications server hardware. Items such as
processor status, bus voltage, fuse status internal temperature and fan
rotation shall be monitored. Contractor shall provide remote
communications software for host and viewers. A minimum of eight remote
communications host licenses and 50 viewer licenses shall be provided
to BLM. In addition to permitting remote users to dial in and select a
processor board within the communications chassis to execute network
applications, the communications server shall be configured to allow
remote users to select the processor on a specified desktop computer to
run remote network applications. The communications server shall
provide the capability to dial out of the National Center's Novell
network utilizing terminal emulation software. The communications
server module shall be equal to or better than the CUBIX model FT2, in
accordance with the above. The vendor shall provide an SNMP compliant,
rack mountable digital T1 interface with an integral CSU/DSU configured
to support 24 lines from a fully channelized T1 carrier. The T1 line
interface unit (LIU) shall incorporate the CSU/DSU and T1 multiplexer
functions into one single unit and shall be compliant with all AT&T and
ANSI specifications for standard T1 transmission lines. The T1 LIU
shall be capable of both SF and ESF framing modes, bipolar RZ AMI or
B8ZS line codes, a line rate of 1.544 Mbps, and provide monitoring and
diagnostics capabilities according to AT&T publication 54016 or ANSI
T1.403. The T1 interface unit and modem bank shall be capable of remote
network management for monitoring, control, and configurations via
standard SNMP software systems such as IBM Netview 6000 and HP OpenView
for UNIX and PC's. In addition, the T1 interface unit and modem bank
shall provide local and remote access via VT-100 screens and Telnet to
manage, control and configure all functions and device cards in the
system. The T1 interface unit shall be equal to or better than the
Motorola model 925, in accordance with the above. The vendor shall
provide a minimum of two full days (16 hours) of comprehensive on site
training to BLM network staff to include all components of the
communications system as well as the entire software management suite.
The vendor shall provide one year on site warranty on the
communication server. Warranty on the T1 interface equipment can be
provided by either the integrator or the manufacturer of the interface
unit. All warranty service shall be provided with a maximum response
time of four hours during normal business hours. The vendor shall be a
fully qualified integrator that employs a minimum of one Novell ECNE
and one Novell CNE. The system is to be delivered, FOB destination, and
installed at the BLM National Centers, Building 50, Denver Federal
Center, Denver, CO 80225. Installation shall begin within 45 days after
contract award and shall be completed with in 15 days after
installation begins. Offerors shall propose pricing for the following
contract line item numbers (CLINS): 1001 Communications Server - 1 ea.
(including all cabling, etc. and installation), 1002 Novell Netware
Connect Software - 1 cy, 1003A Remote Communications Software (Host) -
8 cy, 1003B Remote Communications Software (Viewer) - 50 cy, 1004 Rack
Mountable T1 Interface - (including all cabling, etc. and installation)
- 1 ea., 1005 Training - 1 class, and 1006 Integration of All CLINS to
Provide a Turnkey System. The following provisions and addenda as
noted apply to this acquisition: 52.212-1, 52.212-2, 52.212-3 (offerors
are to include a completed copy of this provision with their offer),
52.212-4, and 52.212-5 including 52.203-6, 52.203-10, 52.219-8,
52.219-14, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3. A
single firm fixed price contract will be awarded to the responsible
offeror whose offer is most advantageous to the Government, price and
other factors considered. Evaluation factors are technical capability
to meet the Governments requirements and price. Offers shall be
submitted to the Contracting Officer at the address listed above, by
