Contracting Officer, 513/366-2025 The USEPA intends to negotiate on a
sole source basis, under the authority of FAR 6.302, with Fisons
Instruments for the acquisition of an SXP-300 quadrupole which will
replace the existing VG12-12 quadrupole in a VG PlasmaQuad Inductively
Coupled Plasma Mass Spectrometer (ICP-MS). This upgrade will replace
the ''heart'' of the mass spectrometer (quadrupole). The quadrupole is
controlled by the analyst via the instrument OS2-based software. This
software via an IEEE port communicates with a dedicated control module
within the instrument, which converts this set of instructions into a
set of digital scanning conditions. This communication is facilitated
by proprietary software and highly specialized electronics. Given the
proprietary nature of the software and the need for 100% compatibility
of both the software and hardware, Fisons Instruments is the only
known vendor which can accomplish the required upgrade. THIS IS NOT A
REQUEST FOR PROPOSALS. Sources wishing to be considered must submit
documentation to the office identified above which establishes the
ability to furnish equipment which is fully compatible with the
existing ICP-MS system. Documentation must be submitted within 15
