combined Synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in the notice. This notice constitutes
the only solicitation: Proposals are being requested and ''Written
Solicitation'' will not be issued. Solicitation 500-96-6985-0011 is
issued as a request for proposal and incorporates provisions and
clauses that are in effect through Federal Acquisition Circular 40.
Contractor shall provide Item #1 - Bundled Option #1 Far End Camera
Control - Upgrade to the Omega system to control both the local and
remote cameras. Control of the distant camera is accomplished in the
same manner as control of the local camera. The point-and-click and
frame-and-zoom capabilities, as well as camera movement using the
onscreen arrows, can be accomplished when the remote site is displayed.
FECC is available only between two Omega systems with like codecs and
may require additional codec hardware; Graphics/Document Camera -
Provides a method of displaying graphic material such as documents,
graphs, charts, photographs, etc. at both the local and remote sites.
The graphics may be transmitted live or as ''still graphics'' (frozen
images) to the distant site(s). Still graphics may require additional
codec hardware. The tabletop stand is a portable unit (Panasonic Video
Imager WE-160) with the camera mounted on an expandable arm with a
lighted surface below. Control of the camera's zoom and focus can be
accomplished either on the unit itself or through the Omega's GUI; VCR
- Allows the connection of a VCR (Sony SVO-1450) into the conference
for both playback and recording. Pre-recorded video tapes may be viewed
at both the local and distant sites and video from either site may be
recorded for archival purposes. Full VCR control can be handled from
the Omega GUI including the play, record, stop, pause, rewind, and fast
forward functions AND Item #2 - Omega Telemedicine Rollabout retrofit
including all labor and materials (including codec) to allow the Omega
system to function as a telemedicine video conferencing unit. Deliver
FOB Destination 45 days after award date. Standard Industrial
Classification Code (SIC) #5045, Computer, Peripheral Equipment and
Software shall apply to this procurement. The provisions at 52.212-1,
Instruction to Offerors-Commercial Items; 52.212-2,
Evaluation-Commercial Items, 52.212-3, Offers Representations and
Certifications-Commercial Items; 52.212-4, Contract Terms and
Conditions - Commercial Items apply to this acquisition. The following
factors in priority of relative importance shall be used to evaluate
offers: (1) Price, (2) Warranty, (3) Compatible with Omega Dual 35
w/1CCD VSI Video Processor and (4) Delivery Time. Offers must show the
following: the solicitation number; the date specified, name, address,
telephone number, fax number; a technical description of the items
being offered in sufficient detail to evaluate compliance with the
requirements in the solicitation. This may include product literature,
or other documents, if necessary; a unit price, a total price and any
discount terms for each time period, ''Remit to'' address, and a
completed copy of the provision at 52.212-3, Offers Representations and
Certifications-Commercial Items, with its proposal. Please submit
