services are required to prepare plans, specifications, cost estimates,
related studies and all associated engineering services suitable for
bidding and construction. This project encompasses interior renovations
for the second floor of Building 54 at the Naval Research Laboratory,
Washington, D.C. The second floor is approximately 15,000 SF. The work
includes, but is not limited to, removal of asbestos containing
material, removal of lead paint, demolition of interior walls, door,
ceilings, etc., providing doors, ceilings, and floor coverings,
improving the fire egress, providing an elevator to serve the second
floor, modifying and modernizing the fire protection system, renovating
and modifying the rest room facility, renovating the electrical system,
modifying the mechanical system, replacing the roof, modifying the
front facade of the building, and other related work. The estimated
construction cost for this project is between $500,000 and $1,000,000.
A-E firms responding to this announcement will be evaluated against
the following criteria in relative order of importance: 1) Specialized
experience and technical experience in the type of work required,
2)Professional qualifications of personnel and proposed subcontractors
for the project, 3) Professional capacity of the firm to accomplish
the contemplated work within the required time limits, 4) Past
performance on contracts with Government agencies and private industry
in terms of cost control, quality of work, and compliance with
performance schedules, 5) Location in the general geographic area of
the contract provided that application of this criterion leaves an
appropriate number of qualified firms, given the nature and size of the
contract, (6) Volume of work awarded to the firm by the Department of
Defense during the last 12 months period. Type of contract: Firm Fixed
Price. The estimated date for start of design of this project is
December 1996. Those firms which meet the requirements described in
this announcement and wish to be considered, must submit a SF 255. One
copy of the SF 255 is to be received in this office no later than the
30th calendar day after the date of appearance of this announcement in
the CBD. Should the due date fall on a weekend or holiday, the SF 255's
will be due the first workday thereafter. If a current SF 254 is not
already on file with this office, it must be submitted with the SF 255.
The SF 255 must clearly indicate the office location where the work
will be performed and the qualifications of the individuals and
subcontracts proposed to work on the contract and their geographical
location. The proposed contract listed here is 100 percent set-aside
for small business concerns. The small business size standard for
Standard Industrial Classification 8711 and 8712 is $2.5 million or
less based on annual average gross revenue of a firm taken for the last
3 fiscal years. This is not a request for proposal. Inquiries
concerning this project should mention location and contract number.
