69 -- NAVY NEW ATTACK SUBMARINE (NSSN) SHIP CONTROL OPERATOR TRAINING SYSTEM DUE 090596 POC Alan Wright, Contract Specialist, Code 272 INTEGRATED SYNOPSIS AND SOURCES SOUGHT The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to release a draft request for proposal (DRFP) on or about 15 November 1996 for the New Attack Submarine Ship Control Operator Trainer (NSCOT). The NSCOT Trainer will be located at the Naval Submarine School in Groton, CT. Sources are sought which possess the facilities, knowledge base and experience to effectively execute this extremely challenging and demanding effort. The trainer must be developed in parallel with the lead ship to provide high quality training to the lead ship crew. The lead crew must be able to efficiently and safely take the ship to sea for the first time after using this trainer. A pre-solicitation conference will be held at NAWCTSD in Orlando, FL approximately 7 days after release of the DRFP. Individual pre-solicitation conferences shall be held following the group presentation by appointment only. Work required under this contract is classified SECRET NOFORN. The contract is expected to be awarded in the late CY97 for delivery Dec 2001. The RFP and the contract will vary significantly from those previously released from the NAWCTSD. The RFP will request the submittal of a specification and recommended data items as part of the proposal from each offeror. The NAWCTSD objective is to encourage sufficient information exchange during the DRFP stage such that the submittal of proposals in response to the final RFP can result in a contract award without further discussions. Industry feedback and dialogue is greatly encouraged during the DRFP stage. The design will mirror the design of the tactical ship control station and will follow a phased incremental hardware and software integration pattern. The NSCOT will functionally replicate the NSSN ship control subsystem and will provide the capability to familiarize personnel with ship control subsystem operations and conduct ship control team training under realistic operating conditions. The NSCOT shall consist of a motion platform that is driven by hydrodynamically correct simulation software and will include the following hardware functional areas: a. ship control operations; b. Instructor control; c. Digital computer system; d. Cab enclosure and platform motion; e. Communications; f. Sound effects. Extensive coordination will be required with the Naval Surface Weapons Center (David Taylor Modeling Basin) and the primary NSSN ship control contractor. Safety is a priority concern. Interested companies should respond with the following information: 1) Past performance on government contracts of like or similar nature; 2) Whether your company intends to bid as a prime or subcontractor; 3) The size (based on SIC Code 3699 and the related small business size standard of 750 employees) or status (i.e. 8(a), SDB) of your company. This announcement does not constitute a request for proposal, but is solely for the purpose of planning by surveying the market for qualified sources interested in the above potential requirement.
