260-2354 This is to announce the intention of the Environmental
Protection Agency (EPA) to award, on the basis of other than full and
open competition, a small purchase order to the Keystone Center of
Keystone, Colorado. The purpose of this purchase order is to acquire
services for the facilitation of meetings for EPA to begin
implementation of the Food Quality Protection Act (FQPA). The meetings
will begin in late September and will involve stakeholders selected
under procedures of the Federal Advisory Committee Act. EPA believes
the Keystone Center is uniquely qualified to provide the facilitation
services required because of its long-standing involvement with issues
related to the FQPA. However, EPA will accept quotes from other
vendors who can demonstrate their ability to perform this work within
the tight time frame available and if such vendors meet the following
qualifications: 1) Comprehensive understanding of all issues involved
in the Federal Insecticide, Fungicide and Rodenticide Act (FIFRA);
Federal Food, Drug and Cosmetic Act (FDCA); and the new legislation,
FQPA, including, but not limited to: health-based safety standards for
pesticide residues in food; special provisions to protect sensitive
sub-populations including infants and children; reduced requirements
for benefits considerations in setting tolerance levels for pesticides;
tolerance re-evaluations based on health-based safety standards;
special concerns involving pesticides containing endocrine disruptors;
enhanced enforcement provisions of the FQPA; community right-to-know
provisions of the FQPA; and reduced authority to States in establishing
pesticide tolerance levels differing from national standards. 2)
Ability to begin work immediately on meeting facilitation involving
stakeholders with divergent positions on the issues so that FQPA may be
promptly implemented. Due to urgent need, interested vendors must
