project includes the development, maintenance and management of 840 new
single and multi-family structures and the phased revitalization,
maintenance and management of 1,824 existing housing units at Fort
Carson, Colorado. The requirement results from the implementation of
the Military Family Housing privatization initiative. The resultant
proposed contract will reflect an alliance between government and
private industry and use combinations of many alternatives to
traditional acquisition methods. Some alternatives include various
guarantees, commitments and tools as investments by the Government with
a privately financed business. The Contractor will provide, operate and
maintain the military family housing units for a period of 50 years,
with a renewable option for 25 additional years. The Government will
make available or outlease land for new units and convey title to the
existing structures. The Government will also make available loan
guarantees or direct loans, utility tap points, utility expenses,
mandatory rent allotments for Basic Allowance for Quarters (BAQ) and
Variable Housing Allowances (VHA), and provide a military housing
referral and priority list for occupancy. In turn, the successful
offeror will provide a new housing community, the construction of the
new units, renovation of existing units, management and maintenance of
all housing units, grounds maintenance of unoccupied and public areas
associated with the housing community, construction and maintenance of
new roads and infrastructure, reinvestments in ancillary features and
community improvements, such as green areas, parks, picnic areas, day
care centers, etc. The request for proposal document will be available
on or about 10 September 1996. Proposals will be due on or about 3
January 1997. The request for proposal package will be provided upon
request in the form of cd rom. Instructions for conversion to hardcopy
or print services will be included. Additional project information is
provided on the Omaha District's homepage, address included above. An
industry forum that provides a briefing, question/answer session,
legislative overview, and tours of the site will be held on 5 September
1996 from 0900-1700 at the Red Lion Inn, Circle Drive, Colorado
Springs, Colorado. Advanced reservations are requested but not
