The Army is considering issue of a Request for Proposal (RFP) for procurement of AN/PVS-7D, AN/PVS-14, AN/AVS-9, AN/AVS-6(V)1B systems and associated spare parts including 18mm and 25mm third generation image intensifier tubes. The minimum performance requirement for these devices are expected to be equivalent to the requirements of the current Omnibus IV contract, DAAB07-96-C-J209. It is anticipated that a draft RFP will be issued Oct 96, RFP Nov 96, proposals and oral presentations Dec 96, and contract award Feb 97. The anticipated acquisition strategy for the award is follows: (1) full and open competition; (2) one firm-fixed price award made on a best-value basis; (3) three year basic plus two additional option years (options also available during the three basic program years )(FY97-01). Offerors will be encouraged to propose enhancements in any or all of the program years, to include the fourth and fifth option years, provided substantiating data for these enhancements is included in the offeror's proposal. No sample hardware will be required. Technical proposals will be limited to discussion of proposed enhancements and are intended to eliminate the need for written negotiations. Award will be based on the best overall value to the Government. Total basic requirements are expected to be greater than 13,000 systems. This is not a request for proposal. Government representatives will be available at Fort Belvoir, VA for one-on-one sessions (face-to-face) with potential offerors. The purpose of the one-on-one sessions is to afford industry the opportunity to discuss any perceived issues with the above acquisition strategy, and to allow the Government to receive the benefit of industry comments/ideas. These sessions should not be used by potential offerors to market their products. These sessions are not a commencement of negotiations. Target date for these sessions is Friday 27 Sep 96. Each session will be limited to approximately 60 minutes. Requests for one-on-one session must be in writing and received no later than seven days prior to the scheduled meeting date. Requests must include: (1) name of company; (2) address; (3) point of contact; (4) phone number; (5) fax number; (6) known issues and questions; (7) list of attendees. A written record of the session will be maintained by the Government representative responsible for conducting the session.
