anticipates issuance of a competitive solicitation for combination
fixed-price, cost reimbursement, indefinite-delivery, and indefinite
quantity contract for operations, maintenance, testing, and security of
the classified Local Area Network (LAN) to include the Global Command
and Control System (GCCS) in support of the United States
Transportation Command (USTRANSCOM), Command, Control, Communications,
and Computer (C4) Systems Directorate. This encompasses training on
use of commercial products and the classified LAN environment,
inventory accountability of all USTRANSCOM ADP assets, web
administration for unclassified and classified use, and unclassified
and classified audiovisual support located at Scott Air Force Base,
Illinois. Included is maintenance support for other miscellaneous C4
Systems and associated peripherals. Separate tasks are envisioned for
future maintenance support for systems such as the prototype Global
Transportation Network (GTN), operational GTN, and unclassified LAN due
to ever changing mission support requirements of USTRANSCOM. The
contractor is required to have a working knowledge of a variety of
computer and LAN equipment ranging from DEC systems, Sun servers and
workstations, and IEEE 802.3 LAN components to 286, 386, 486, and
pentium desktop systems. The contractor is also required to have a
working knowledge of audiovisual equipment such as BARCOs, 35mm slides
and projectors, sound systems, video and audio tape editing,
audiovisual multi-media configurations and control switches. The
anticipated contract performance period is a basic period of one year
plus four one-year option periods. Alternate proposals will not be
accepted. The Standard Industrial Classification (SIC) code for this
acquisition is 7378 with the Small Business size standard at $18M. The
RFP is anticipated to be released in October 1996. This acquisition is
currently open to small and large business, however, if evidence shows
adequate competition exists, this acquisition may be set aside for
small disadvantaged business (SDB) or small business (SB) concerns. All
SDBs and SBs interested in responding to this solicitation should
submit a capability statement to include a corporate resume detailing
expertise and prior experience with similar projects. All interested
offerors shall indicate their business size (i.e., large, small or
small disadvantaged), their telephone number, facsimile number, and ZIP
PLUS FOUR code in their written request for the RFP. The Contracting
Officer cannot guarantee receipt of the RFP if the ZIP PLUS FOUR code
is not provided. Verbal requests may not be acted upon. All responsible
sources may submit a proposal which shall be considered by the agency.
