703-285-0090 On May 1, 1995, Eastern Federal Lands Highway Division,
Federal Highway Administration, approved two standing shortlists under
a revolving contract for the selection of Architect-Engineer firms to
provide Highway Design Services under Solicitation No.
DTFH71-94-R-00013 which was published in the September 16, 1994,
Commerce Business Daily (CBD). Interviews of all shortlisted firms were
conducted from February 22-24, 1995. One shortlist consists of 8 firms
under open-competition, and the other shortlist consists of 4 emerging
small business enterprises (ESBE) for those contracts that may be
set-aside for ESBE's. The following is a listing of the two shortlists:
Open-competition firms: Dewberry & Davis, Fairfax, Va.; KCI
Technologies, Inc., Hunt Valley, Md.; Buchart-Horn, Inc., York, Pa.;
Kimley-Horn & Associates, Carey, NC; Michael Baker Jr., Inc.,
Alexandria, Va.; HNTB Corporation, Alexandria, Va.; HDR Engineering,
Inc., Virginia Beach, Va.; and Neel-Schaffer, Inc., Jackson, Ms..
Emerging Small Business Enterprises: A\E Group, Inc., Owings Mill, Md.;
Nolan Associates, Inc., Ellicott City, Md.; Barbara H. Mulkey
Engineering, Inc., Raleigh, NC; and Brudis & Associates, Inc., Ellicott
City, Md.. As stated in the original CBD/RFP, the firms on the
shortlists were to be eligible for selection on specific projects for
a period of 24 months following the interview date, or until February
22, 1997. To date, only one contract has been awarded as part of this
process due to changes in Federal funding. This is far less than the
announced potential $8,000,000 volume of work. As a result of the
decline in Federal funding, and in recognition of the cost and effort
taken by the firms that participated in the solicitation process, the
Eastern Federal Lands Highway Division has elected to extend the
eligibility for selection to the firms on the shortlists for an
