Transportation, Volpe National Transportation Systems Center (Volpe
Center) intends to award a firm-fixed-priced energy savings performance
contract for its facility located in Cambridge, Massachusetts. This
proposed energy savings performance contract will provide for retrofit
or replacement of existing fluorescent fixtures with electronic
ballasts, T8 lamps and specular reflectors, replacement of specified
pump, fan and elevator motors rated 7.5HP or greater with high
efficiency motors, conversion of specified interior air handlers to
variable air volume operation, conversion of a portion of the existing
chillwater system to a drycooling system and the replacement of the
existing Honeywell System 6 energy management and control system with
a Direct Digital Control & Energy Management System. The contractor
shall design, fabricate, furnish, deliver, receive, store during
construction, move into and out of storage, care for during storage,
erect, finance, own, start, commission, operate, maintain and repair
all newly installed systems for the life of the contract. The term of
this proposed contract is limited to twenty (20) years and is
authorized by Public Law 99-272, Title VIII. Payment for services will
be made from the resulting contractor guaranteed energy cost savings.
The facility is provided electricity and steam from Commonwealth
Electric Company. It is anticipated that the solicitation will be
issued on or about September 13, 1996 and proposals received on or
about October 28, 1996. All responsible sources must be qualified by
the Federal Department of Energy under the Federal Energy Management
Program. All responsible sources may submit a proposal which will be
considered by the Volpe Center. Interested offerors shall submit a
written request for a copy of the solicitation. Telephone requests will
not be honored. The Standard Industrial Code applicable to this
procurement is 8999. For Minority, Women-Owned and Disadvantaged
Business Enterprises: The Department of Transportation (DOT), Office of
Small and Business and Disadvantaged Business Utilization (OSDBU), has
a program to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
