(908)532-5454. The US Army Communications-Electronics Command is
planning the release of a Request for Proposal (RFP) for the
procurement of Long Life Cooler, Cryogenic, One Watt Linear (OWL) units
in support of the Horizontal Technology Integration (HTI)/Second
Generation Forward Looking Infrared (FLIR) Low-Rate Initial Production
(LRIP). Units shall meet the requirements of performance specification
PRF- A3165823, dated 11 July 1996. It is anticipated that the release
of the RFP will be in October 1996, with proposals due thirty (30) days
later. Acquisition strategy is as follows: (1) Full and Open
Competition; (2) One Firm Fixed Price award will be made; (3) Sample
hardware, which will be evaluated against PRF-A3165823, will be
required with submission of proposals and will be used to assess
technical approach and risk; (4) Award will be made based on a
Best-Value Basis; (5) Contract will be single-year with options. Total
quantity is projected to be One-Hundred-Fifty-Four (154) plus Options
for an additional Three-Hundred (300) units. Contract award is
projected for February 1997, with delivery beginning in August 1997.
Successful completion of First Article Testing (FAT) is required prior
to Government acceptance of product. Draft RFP documents are projected
for release on the CECOM Electronic Bulletin Board (EBB) by the end of
September 1996. If information becomes available prior to this date it
will be made available on the EBB. Industry comments regarding the
draft RFP are solicited and encouraged. The U.S. Army Communications
Electronics Command (CECOM) has established an Electronic Bulletin
Board (EBB) to provide electronic transmittal of Request for Proposals
(RFPs) and Invitations for Bids (IFBs) from Government to Industry.
All interested parties wishing to do business with CECOM are invited to
access, operate, send and receive data from the CECOM EBB system. To
become a user of the EBB, you will need an identification code and
password in addition to a computer terminal equipped with the necessary
hardware and software to interface with the EBB system. A user's
identification code and password will be issued upon request along with
instructions for downloading the EBB User's Manual. All requests must
include (1) company name, (2) point(s) of contact name(s) and title(s),
(3) return address(es) and (4) telephone number(s). Please send your
