performance of Major Mechanical/Electrical Design and related services
for the GSA National Capital Region (NCR), comprised of projects that
will have an impact on the historical significance of the buildings.
Consideration for the contract will be limited to firms located within
the District of Columbia, Maryland and Virginia with each firm
demonstrating ability to perform all required services in their own
active existing offices located within the boundaries of the GSA NCR or
the selected firm must establish an office in GSA NCR within 30 days
after the award of the contract. The boundaries of the GSA NCR consist
of the District of Columbia; Montgomery and Prince Georges Counties in
MD; Arlington, Fairfax, Prince William, and Loudoun Counties in VA; the
cities of Alexandria, Falls Church and Fairfax in VA. There will be no
travel premium allowed for all projects within the NCR. Current
tentative projects include: MCC Center and Switchgear Improvements at
the Central Heating Plant, Energy Mangement and Control System at James
L. Whitten Building, Miscellaneous Fire Safety Improvements at FOB
Bethesda, Fan Coil Unit Improvements at the U.S. Courthouse. Projects
may be added or deleted. One supplemental contract will be awarded from
this solicitation for a base year with a not to exceed amount of
$1,000,000 and provide for four (4) option renewal periods of one (1)
year each, not to exceed $1,000,000 for each effective period, for a
potential not to exceed dollar total of $5,000,000 over the five (5)
year period. The contract will have a minimum guarantee of $25,000 for
the base year. Each Work Order issued will be mechanical/electrical in
nature with support in structural and architectural. The following
consultants are required: Structural, Architectural, Fire Protection,
Cost Estimating, Environmental, Elevator, and Historic Preservation.
Construction inspection services may be required. The Government will
not indemnify the A/E against liability arising out of asbestos or
other hazardous material. Work Orders may include, preparation of
contract documents, development of studies and reports, investigations,
planning, review of shop drawings, manuals and cost estimates. The
evaluation criteria for selection are as follows: I. PROFESSIONAL
QUALIFICATIONS (30%): A. Team Experience and Accomplishments on similar
renovation projects. B. Relevant key individual experience and
professional qualifications. C. Does the proposed team have the
required expertise in all disciplines to successfully accomplish the
work? II. CAPABILITIES OF FIRM (20%): A. Sufficiency of staff and
technical resources available, not committed to other contracts, to
undertake this contract. B. Location of firm and knowledge of the
locality of the projects. III. SPECIALIZED EXPERIENCE AND TECHNICAL
COMPETENCE (30%) A. Suitability of firm's previous concentration to the
type of work required herein. B. Based on specific examples shown, does
the firm provide a well organized, accurate and fully coordinated set
of contract documents? C. Firm produces drawings in CADD and uses
Metric units of measurement. IV. PAST PERFORMANCE (20%) A. Does the
firm provide specific data which exhibits cost consciousness and cost
control throughout the design process for projects completed in the
last five years? B. Programming and compliance with performance
schedules: Does the firm convincingly demonstrate, through specific
project examples and supporting data, commitment to on-time completion
of projects? C. Is Client feedback provided (references cited) which
verifies that previous clients are satisfied with the firm's overall
performance? Each firm will be required to provide at least two project
examples similar in nature to the proposed projects as part of their
submission. All proposals shall be in a bound 8 1/2'' X 11'' format.
The firm shall provide the following for each project example: (a) The
name, address and phone number of client contact(s); (b) summary of
the project scope and objective; and (c) a final cost estimate. Firms
having the capabilites to perform the services described in this
announcement are invited to respond by submitting current, completed,
and signed SF 254's (for firm/joint venture and team consultants) and
SF 255's with a letter of interest identifying the project by
soliciation number. The SF 254/255 are considered current if they are
no more than 6 months old from the month of this corresponding CBD
announcement. Submissions shall be made to: General Services
Administration, 7th & D Streets, SW, Bid Room No. 1701, Washington, DC
20407 by 3:30 PM local time on the due date of this notice. The
following information must be on the outside of the sealed envelope: 1)
Solicitation title/number 2) Due date 3) Closing time. Late responses
are subject to FAR Provision 52.215-10. This procurement is being made
under the Small Business Competitiveness Demonstration Program. This
procurement is open to small and large business concerns. A small
business concern for this procurement is a firm (including its
afiliates) having average annual sales or receipts for the last three
(3) fiscal years not in excess of 2.5 million dollars. Before award of
the contract, the firm (if not a small business) shall be required to
submit an aggressive and acceptable Small Business and Small
Disadvantaged Business Subcontracting Plan, in accordance with Public
Law 95-507. Large businesses are required to consider small, small
disadvantaged and women- owned small businesses as consultants in
meeting the goals of the subcontracting requirements for this
procurement. Small and disadvantaged firms are encouraged to
participate as prime contractors or as members of joint ventures with
