synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This annoucement constitutes the
only solicitaion; proposals are being requested, however, a written
solicitation will not be issued. This Request for Proposal (RFP) is
identified by No. BEP-96-34(TN). This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-39. This acquisition is unrestricted. The
contract type will be firm fixed price, requirements. The period of
performance will be for a base period of twelve months with three (3)
option periods of twelve months each. The estimated quantity for the
Base Period, Line Item 001, is 100,000 cores, for Option Period I, Line
Item 002, 120,000 cores, for Option Period II, Line Item 003, 144,000
cores, and for Option Period III, Line Item 004, 172,800 cores. The
cores shall be suitable for winding pressure sensitive postage stamps
at the Bureau of Engraving and Printing (BEP). The BEP intends to
procure, by negotiation, Paperboard Cores, BEP Stock No. 1L001886,
suitable for slitting into a size to fit the final width of pressure
sensitive postage stamps, between 0.5 inches and 1.0 inch, without
debris or uneven edges. The cores shall not crush, delaminate, or
exhibit other types of failure during processing on BEP coiling
equipment and/or during use of the finished product. The cores shall be
manufactured such that the plies are wound spirally in a right-hand
direction. The cores shall have an outer ply of 0.010 inch nominal
Kraft paper. The body of the core shall be manufactured with paperboard
material. The outside of the cores shall be seamless. The dimensions of
the paperboard cores are as follows: Length, 21.50 inches +/- 0.032
inches; Inside Diameter, 3.01 inches +0.030 inches and -0.0 inches; and
Outside Diameter, 3.23 inches +0.055 inches and -0.0 inches. The cores
shall be placed in high strength polyethylene plastic bags or
comparable material before packaging into cartons of 100 cores. The
cartons of cores shall be delivered in pallets (45 X 45 inches), with
four cartons per pallet. The pallets shall be stretch wrapped. Each
pallet shall bear barcode labels in accordance with the ''Specification
for Vendor Affixed Barcode Labels for the BEP, L:VAB-1A'', which is
available upon request. The cost of pallets shall be included in the
price of the cores. The earliest delivery shall be required is within
30 calendar days after issuance of the respective contract delivery
order. Delivery shall be FOB Destination within consignees' premises to
the BEP-Lorton Warehouse Facility, 9610 Gunston Cover Road, Lorton, VA
22079. Contractors are required to contact the Receiving Section at
least 24 hours in advance of delivery of production deliverables at
(703) 550-7717. FAR 52.212-1, ''Instructions to Offerors--Commerical
Items,'' applies to this acquisition and includes the following
addenda. All offerors shall submit a sample of 100 cores, which is
identical to cores which will be furnished if the offeror is awarded
the contract. FAR 52.223-3, ''Hazardous Material Identification and
Material Safety Data, Alt I,'' applies. Therefore, offerors are
required to submit Material Safety Data Sheets (MSDS) by SEPTEMBER 11,
1996. FAR 52.212-2, ''Evaluation--Commercial Items'' is applicable.
The following technical factors shall be used to evaluate offers: 1.
Suitability for Slitting into Final Width Size (30 points), a core
which is the most suitable for slitting with the least amount of debris
or uneven edges will receive the most points; 2. Core Integrity (30
points), a core which exhibits the least amount of delaminate or other
type of failure during processing or during use of the finished
product will receive the most points; 3. Core Construction including
Length (10 points), Inside Diameter (10 points) and Outside Diameter
(10 points), a core that conforms to the core construction requirements
will receive the most points; and 4. Past Performance (10 points), an
offeror, whose past performance demonstrates the highest level of
customer satisfaction will receive the most points. In determining
which proposal offers the greatest value or advantage to the
Government, overall technical merit will be considered more important
than price or cost. For proposals with a significant difference in
technical rating, a determination will be made as to whether the
additional technical merit or benefits reflected by a higher priced
proposal warrants payment of the additional price or cost. Between
substantially equal technical proposals, price will become the major
factor in selection for award. Offerors are advised to include a
completed copy of the provision at FAR 52.212-3, ''Offeror
Representations and Certifications--Commerical Items,'' with its offer.
FAR 52.212-4, ''Contract Terms and Conditions--Commercial Items,'' will
be incorporated into the resulting contract with the following addenda:
(1) paragraph (a) is hereby modified to identify the constructive
acceptance period of 30 calendar days; and (2) the following FAR
clauses are incorporated by reference: (i) 52.211-16--insert in subpara
(b), ''10% increase and 10% decrease''; (ii) 52.211-17; (iii)
52.216-18--insert in subpara (a), ''date of award through 12 months
thereafter'' for Line Item 001, ''Month 13 through 24 months'' for Line
Item 002, ''Month 25 through 36 months'' for Line Item 003, and ''Month
37 through 48 months'' for Line Item 004; (iv) 52.216-21--insert in
subpara (f) ''90 days after contract expiration''; and (v) 52.223-3
with Alt I. FAR 52.212-5, ''Contract Terms and Conditions Required to
Implement Statutes or Executive Orders--Commercial Items'' will be
incorporated into the resulting contract and the following clauses
cited in the clause are applicable; 52.203-6 with Alt I, 52.203-10,
52.219-8, 52.219-9 (if the offeror is a Large Business and the price
proposed is over $500,000), 52.222-26, 52.222-35, 52.222-36, 52.222-37,
and 52.225.9. Offers may be submitted on letter head stationary and, at
a minimum, provide: (1) the solicitation number (BEP-96-34(TN)); (2)
the name, address, point of contact and telephone number of the
offeror; (3) terms of any express warranty; (4) price and discount
terms; (5) ''remit to'' address, if different from mailing address; (6)
a completed copy of the representations and certifications (FAR
52.212-3); and (7) a statement specifying the extent of agreement with
all terms, conditions and provisions of this solicitation. Offers
shall be mailed to: Bureau of Engraving and Printing, Office of
Procurement, Room 708-A, 14th and C Streets, S.W., Washington, D.C.
20228-0001, Attn: Cindy Duncan. Material samples are a part of the
offer but shall be submitted separately to BEP, Shipping & Receiving,
D Street between 13th & 14th Streets, S.W., Washington, D.C. 20228. The
samples shall be marked for the Manager, Materials Technical Support
Division. Offerors that fail to submit a complete offer or take
exception to the terms and conditions of the solicitation may be
excluded from consideration. All responsible sources may submit an
offer which shall be considered by the agency. OFFERS ARE DUE BY
