Shariati (301) 975-5053 This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; quotes are
being requested and a written solicitation will not be issued. The
solicitation number is 53SBNB6C9238 and the solicitation is issued as
a request for quotation (RFQ). The solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 90-33. This acquisition is 100 percent set aside
for small businesses. The standard industrial classification (SIC) code
is 3823 and the small business size standard is 500 employees. The
contract line item numbers (CLIN), items, quantities and units of
measure are: CLIN 0001 A Gas Chromatography System, 1 lot; CLIN 0002
Software and any necessary interface cards to control the system on an
IBM PC or compatible computer under DOS or Windows operating
environments, 1 lot; CLIN 0003 Full Documentation, User Manuals, etc.,
1 ea.; CLIN 0004 Installation and Set-up, 1 lot; CLIN 0005
Familiarization Training for 2 NIST personnel; 1 day; and, CLIN 0006
Warranty. Please submit your pricing in accordance with the CLIN
structure identified in the sentence above. The National Institute of
Standards and Technology (NIST) is interested in acquiring a gas
chromatography system with the following specifications: The system
shall be optimized for the analysis of trace impurities in high purity
argon gas; The system shall have a guaranteed detection limit of 1 ppm
for hydrogen, nitrogen, carbon monoxide, and carbon dioxide; The system
shall have a guaranteed detection limit of 0.1 ppm for total
hydrocarbons; The system shall be capable of detecting krypton and
xenon; The system shall use helium as a carrier gas; All valves,
fittings and columns that are subject to possible leakage of air shall
be enclosed and purged with helium gas; Any getter necessary for the
purge gas shall be supplied; The system shall use a discharge
ionization detector or a helium ionization detector, plus any
additional detector necessary to achieve the detection limits
identified above; All valve operations shall be automated by the
system; All columns, fitting, injectors, valves, and auxiliary ovens
necessary for operation of the system shall be supplied (the Government
will provide an all-metal, pneumatically controlled bellows valve on
the gas line connecting the gas line connecting the gas chromatography
system to the argon gas manifold); The Contractor shall install and
set-up the system so that it is ready for use; The Contractor shall
install and set-up the system within ten working days after delivery;
The Contractor shall provide on-site training in use of the system to
2 NIST personnel; This training shall be one day in duration and shall
be conducted as mutually agreed to by the Contractor and the
Government; The Contractor shall provide software and any necessary
interface cards needed to control the system on an IBM PC or compatible
computer under DOS or Windows operating environments; The Contractor
shall provide one set of the most current version of user manuals and
publications for all Contractor provided hardware and software under
this contract. These manuals shall be delivered with the system. The
Government has the right to reproduce these documents for internal use.
The Contractor shall deliver the complete system within 90 calendar
days after the date of contract award. Partial deliveries will not be
accepted. FOB Destination. The place of delivery is: NIST, Process
Measurements Division (836), Physics Building (221), Room B119,
Gaithersburg, Maryland. After the Contractor has installed and set-up
the system, the Contractor shall perform a capability demonstration on
the installed system. The capability demonstration will be attended by
NIST personnel. The capability demonstration shall demonstrate that the
equipment and software can perform all the requirements set forth
herein as well as those requirements in the Contractor's
proposal/submission to this RFQ. In addition, the capability
demonstration shall include the processing of a gas calibration sample
which will be provided by NIST. This sample shall support the system's
ability to meet the detection limits established above. The system
shall successfully pass the capability demonstration meeting all the
requirements including the specified detection limits before the system
will be accepted by the Government. If the system does not pass the
capability demonstration, the Government reserves the right to request
the Contractor to replace or remove the system at no additional cost
to the Government. The Contractor shall provide the Government the same
warranty terms offered to the general public in customary commercial
practice. The provision at FAR 52.212-1, Instructions to Offerors -
Commercial, applies to this acquisition. The provision at FAR 52.212-2,
Evaluation - Commercial Items applies with the following specific
evaluation criteria to be included in paragraph (a): (I) technical
capability of the item offered to meet the Government requirement; (ii)
past performance/experience; and (iii) price. Technical and past
performance, when combined, are significantly more important than cost
or price. Evaluation ofthe specific evaluation criteria will be based
on information submitted in response to this RFQ. It is recommended
that information be included which demonstrates that the system and
items offered meet all the requirements identified in this combined
synopsis/solicitation. In addition, past performance/experience will be
evaluated on information which demonstrates three years experience in
the field of trace analysis of noble gases. Please include information
on delivery of similar system over the last three years which includes
but are not limited to the name of the contact point for previous
delivery of similar systems, the name of the company, telephone numbers
for the contact person, and a description of the system. Information
which merely offers to furnish an item in accordance with the
requirements of the Government or does not address a requirement
contained herein will be evaluated based on this information or lack of
information. Offerors are cautioned to submit quotes on the most
favorable basis, since the Government may elect to make an award
without further discussions or negotiations. Offerors shall include a
completed copy of the provision at 52.212-3, Offeror Representations
and Certifications-Commercial Items, with its offer. The clause at
52.212-4, Contract Terms andConditions - Commercial Items, applies to
this acquisition. The clause at 52.212-5, Contract Terms and Conditions
Required to Implement Statutes or Executive Orders - Commercial Items,
applies to this acquisition and includes the following FAR clauses:

constitutes the only solicitation which will be issued. Interested

synopsis/solicitation to the address identified above for submissions
and within the time established. Requests for a copy of a solicitation
