Warfighter-1, Notice of Contract Action (NOCA). The Phillips Laboratory
Space Experiments Directorate (PL/SX) anticipates solicitation of an
advanced space-based hyperspectral sensor demonstration--Warfighter-1.
The solicitation will be released approximately 30 Aug 96. The
Government intends to solicit this effort on a Full and Open
Competition basis. The anticipated contract is expected to be
$40M-$45M. The expected term of this work is to occur from 1QFY97
through 4QFY01 with two one year options to support additional on-orbit
operations. The contractor must possess a TOP SECRET Facility Clearance
and be able to safeguard information at the SECRET level. One major
objective of the Warfighter-1 acquisition is to demonstrate and
validate the utility of selected, evolving space technologies to
address critical deficiencies called out in the joint Air Force Space
Command and Air Combat Command Reconnaissance and Surveillance Mission
Area Plans. The anticipated scope of Warfighter-1 includes the
definition, design, and fabrication of a hyperspectral payload,
integration and test with the selected spacecraft, space vehicle,
followed by launch vehicle integration, on-orbit operations and
algorithm development for target detection. The core of the
Warfighter-1 payload will be a hyperspectral sensor with the capability
to detect and geolocate targets, classify terrain, and provide cueing
information for other sensors. The overall demonstration will test the
utility of near real-time hyperspectral information to the warfighter.
Additional features of the Warfighter-1 demonstration that are in the
engineering tradespace include be on-board target detection and data
compression, filtering and processing. The successful offeror will
provide the payload, spacecraft, integration, launch vehicle, mobile
ground station and any unique ground system hardware required for
payload commanding, data acquisition and processing. An equally
important objective is to explore new ways to field militarily
significant space capabilities through leveraging of commercial assets.
It's anticipated that Warfighter-1 will leverage commercial space
systems to reduce the cost to the Government and demonstrate how
complementary needs of the Government and Industry might be met.
Therefore, detailed knowledge and participation by commercial space

requests for copies of the RFP will not be honored. REQUESTS SHOULD
INCLUDE THE COMPANY POINT OF CONTACT NAME, TELEPHONE NUMBER, MAILING
ADDRESS, FAX NUMBER, E-MAIL ADDRESS ALONG WITH A COPY OF CERTIFIED DD
FORM 2345. Firms already having submitted a written request to receive
the RFP when released are already on the mailing list for the subject
solicitation. Proposals in response to the final RFP to be released in
August 1996 will be accepted only from companies that are on the QCAL
list. Foreign companies are advised that they will not be allowed to
participate as the prime contractor. The research and test data
produced under a resultant contract may contain Military Critical
Technology List (MCTL) information whose export is restricted by the
Export Control Act (Title 22, U.S., Sec. 2751, et seq.). Only those
companies who are on the QCAL may receive such information. Request
QCAL certification and registration from the Defense Logistics Service
Center (DLSC), Federal Center, 74 North Washington, Battle Creek, MI
49016-3412 (1-800-352-3572) as soon as possible. General information

846-5440. An Ombudsman has been appointed to hear concerns from
offerors and potential offerors during the proposal development phase
of this acquisition. Interested parties are invited to call Col James
D. Ledbetter at (505) 846-4964. The purpose of the Ombudsman is not to
diminish the authority of the program director or contracting officer,
but to communicate contractor concerns, issues, disagreements and
recommendations to the appropriate government personnel. When
requested, the Ombudsman will maintain strict confidentiality as to the
source of the concern. The Ombudsman dose not participate in the
evaluation of the proposals or in the source selection process. The
Ombudsman should only be contacted with issues or problems that have
been previously brought to the attention of the contracting officer and
could not be satisfactorily resolved at that level. For additional
