Army Communications Command is anticipating issuance of a Best Value,
full and open competition acquisition for the Replacement BATSON
(RATSON)/ The RBATSON is Ground Operating Equipment (GOE) that is
designated KI-34. It consists of a Key Generator/Data Processing
Assembly digital chassis (KIG-34), and a Frequency Generator/Radio
Frequency (RF) Transmission Assembly RF chassis (KIT-34). Maintenance
Test Equipment (MTE) for the KI-34 RBATSON and the interfacing KI-31
Aerospace Vehicle Equipment (AVE) of the BATSON II is designated the
KT-43. The KI-34 RBATSON is to replace the KI-32 BATSON II GOE, that is
used in the Satellite Configuration Control Element (SCCE). There are
three versions of the SCCE. These are the Contingency (CSCCE) version,
the Production (PSCCE) version and the Replacement (RSCCE) version.
The RBATSON will provide cryptographic protection of the command and
telemetry signals between the SCCEs and Defense Satellite
Communications System (DSCS) satellites. The RBATSON will provide only
the BATSON II features which are currently used for the DSCS III
satellite operation. The estimated quantity to be procured is
thirty-eight (38) each to be delivered to various sites. The U.S. Army
Communications Electronics Command (CECOM) has established an
Electronic Bulletin Board (EBB) to provide electronic transmittal of
Request for proposals (RFP's and IFB's) from Government to Industry.
Effective 1 October 1994, all solicitations issued from Fort Mommouth
for acquisitions over the small purchase threshold will be solicited
via the EBB. After 1 October 1994, only those parties who do not have
the equipment necessary to access the EBB will be forwarded hard copies
upon request. However, as of 1 Jan 95, hard copies will no longer be
distibuted. (Exceptions are Post, Camp and Station acquisitions.) All
interested parties wishing to do business with CECOM are invited to
access, operate, send and receive data from the CECOM EBB system.
Detailed information regarding system requirements is contained in the
U.S. Army CECOM EBB User's manual. A User's Manual Identification Code
and password will be issued upon request. All requests must include (1)
Company name, (2) point(s) of contact name(s) and title(s), (3) return
address(es) and (4) telephone number(s). Please send your request in

Specification, supplies/schedule, and evaluation criteria have been
made available to industry via the Electronic Bulletin Board on 23 and
26 Apr and 13 June 1996. PM SATCOM is making a technical library
available from 3 June 1996 to contract award for potential bidders on
the Replacement BATSON which will provide access to BATSON II
documentation. Copy machines will be made available for unclassified
material. The RBATSON Technical Library will be located at Johns
Hopkins University Applied Physics Laboratory, John Hopkins Road,
Laurel, Maryland 20723-6099. A request for visit authorization will
need to be mailed to JHL/APL (same address as above with the addition
(Attn: Security). Secret Clearance is required for admission.
