SUPPORT FOR THE JOHNSON SPACE CENTER POC: Contract Specialist: Judith

483-4164. This synopsis is issued as a Request For Information (RFI)
and is for the purpose of obtaining comments, suggestions, and
recommendations for Johnson Space Center (JSC) planning purposes and to
provide information for planning purposes of prospective offerors. The
Government does not intend to award a contract on the basis of this
synopsis. JSC plans to outsource information technology maintenance,
operation, and support for its basic site infrastructure, office
automation, engineering, and analysis. Primary emphasis is on
information accessibility (e.g., uptime, data currency, etc.), cost,
and end user satisfaction. It is JSC's intent to obtain the best value
solution to execute the Information Technology Contract (ITC) starting
approximately in January of 1998. The Government anticipates a firm
fixed price, completion form contract with a basic period of
performance and options extending 10 years. In the interest of sharing
information with industry as early as possible and to solicit best
practices from service providers, this RFI defines the expected ITC
capabilities. A draft Statement Of Work (SOW), a list of questions, and
access to reference documentation are being made available at this time
on a Internet Homepage. Using client browsers, such as MOSAIC or
NETSCAPE, interested parties may locate the Homepage at
``http://www.jsc.nasa.gov/itc''. The draft SOW provides prospective
offerors early insight into the content of this anticipated
solicitation in order to facilitate communication between industry and
JSC. Industry comments are requested that will help clarify contract
content and identify how JSC can better structure the SOW. Emphasis is
placed on structuring the Request For Proposal (RFP) and subsequent
contract to more closely resemble that which is customarily used in the
commercial marketplace. Offerors are invited to respond via electronic
mail or hard copy (to Judith A. Sparks at NASA/JSC, mail code BJ23,
Houston, TX 77058) with comments, concerns, and or questions. Initial
Industry comments are requested by September 3, 1996, so they can be
considered during preparation of the RFP. This input will be considered
source sensitive by the Source Evaluation Board (SEB). Currently the
Government is not obligated to answer specific questions, but offerors
are encouraged to point out areas that are unclear and to surface
issues the Government should address in the solicitation. Please note
this is NOT a RFP. All responsible sources may submit an offer which
