R -- VARIABLE HOUSING ALLOWANCE (VHA) SURVEY SUPPORT SOL DASW01-96-R-0124 DUE 960930 POC Contact Sally Williams, Contract Specialist (703) 693-5017, Contracting Officer, Joyce Rose (703) 695-2564 The Per Diem Travel and Transportation Allowance Committee (PDC) a joint Services/DoD activity, requires a Contractor to conduct a large- scale housing cost census of approximately one million uniformed Service members at some 20,000 identified locations within a 120-day period. The contractor must have substantial optical scanning capability for capturing a high volume of data at a high speed with guaranteed accuracy. The contractor shall furnish all materials and postage for distribution and collection of questionnaire packages. The contractor shall format the questionnaire for printing by the Government Printing Office (GPO) develop and implement a thorough survey control system capable of generating follow-up letters and statistical reports on demand, produce survey administration materials, assemble and distribute all materials, collect, machine-scan, edit, and provide the data in electronic files. Questionnaires will be printed under the auspices of the GPO according to format, printing specifications, and negatives which the contractor shall furnish. The period of performance is a base year with four one-year options.
