for commercial items prepared in accordance with the format in FAR
Subpart 12-6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
proposals are being requested and a written solicitation will not be
issued. MDA113-96-R-0059 is being issued as a request for proposal
(RFP). The solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-38.
This acquisition will be sole source to Photo-Sonics, Inc., 820 South
Mariposa St., Burbank, CA 91506-3196 and is a small business set-aside.
All responsible small businesses are invited to submit proposals. The
SIC code is 3861 and the size standard is 500 employees. The
Television-Audio Support Activity (T-ASA) intends to buy seven (7)
Photo-Sonic Film Data Recording Systems (FDRS) Model 70-1800 and six
(6) Photo-Sonics Model 10-ML High Speed 70MM Instrumentation Cameras
for installation on seven Government-owned Contraves Corporation model
Kineto Tracking Mounts (KIM) in support of optical instrumentation of
space and ballistic missile launches at Vandenberg AFB CA. The FDRS is
a modular system consisting of a camera head driver assembly, a data
processor controller, and a display/keyboard module that is used with
high speed instrumentation motion picture and video cameras. Contract
includes installation, documentation, training, and system checkout.
The system prints azimuth, elevation, range distance, and IRIG time
data on each frame of film and annotates equivalent information on
video imagery. The FDRS shall accept time, space and position
information (TPSI) from a Contraves KIM tracking mount, format the
data, send it to three film cameras and one video camera. The film
cameras can be any combination of the following: Photo-Sonics 1PL, 4ML,
4EL, 10RL and 10ML. The video cameras will be standard NTSC compliant
Betacam SP format or 60 Hz RS-170. The FDRS will contain a camera head
driver in a ruggedized cast aluminum case which accepts formatted
serial data from the processor/controller and generates a multiplexed
drive output to the LED film print head inside the camera. The command
to send the data from the camera head driver is triggered by the
shutter correlation pulse assembly in the camera. The FDRS must be
integrated with the tracking mount electronics to prevent data bus
conflicts, insure integrity of the TPSI data and provide for data
delivery on request to the camera head driver of all cameras specified
above. FDRS must be capable of supplying data to four cameras
simultaneously with all cameras running at different frame rates. The
FDRS will be exposed to, and must operate in a coastal climate with
fog, rain, condensing humidity, and salt air. The system will be on a
mobile mount and will be towed over unimproved roads. FDRS must contain
the following features: compatibility with cameras mentioned above;
equipped with a hand-held remote terminal for use in calibrating system
prior to use with a provided keyboard and display to confirm set-up
parameters, along with a RS-232 serial port with software to support
remote set-up in hazardous areas; must provide for phase locking of all
cameras to IRIG (inter-range instrumentation group) time code; must
have a 27 bit binary parallel input port for azimuth, elevation, and
range data in human readable alpha numeric characters; must be
compatible with IRIG time code formats in IRIG Standard 200-95; must
drive at least 30 kilobaud high speed data link which outputs required
data and will calculate trajectory and TPSI data from real time
mission inputs; must have single twisted wire pair to transmit data to
camera head driver; electronic circuits printed on circuit boards and
conformal coated to protect from condensing humidity (wire wrap
designed circuits are not acceptable). The 70mm cameras operate on 115
VAC power supplied from the tracking mount and are equipped with
removable film magazines that hold 400 feet of 70mm film. Contains a
built in heater, an FDRS driver assembly, illuminated fiducials,
adjustable shutter with shutter correlation pulse, film magazine,
boresite tool, FDRS data head, carrying case and three (3) lenses. FDRS
will be delivered to Vandenberg AFB, CA within 90 days of contract
award. 70mm cameras will be delivered to the same location within on
year of closing date specified above and must contain separate unit
pricing for each item required. Offers may be mailed to T-ASA March

also applies. The evaluation criteria for this solicitation will
consist of technical capability of item offered to meet the agency
need, price, and past performance. Offerors shall include a completed
copy of the provision at FAR 52.212-3, Offeror Representations and
Certifications-Commercial Items, with their offer. Clauses at 52.212-4,
Contract Terms and Conditions-Commercial Items and 52.212-5, Contract
Terms and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items, applies to this acquisition. Under DFARS
252.212-7001, the following subclauses are applicable: 252.225-7001,
252.225-7036, 252.227-7015 and 252.247-7024. Contractor's standard
commercial warranty is required for each item. Numbered note 22
