has a requirement to purchase an APCI Upgrade for a Finnigan MAT TSQ
700 Mass Spectrometer for the National Center for Agricultural
Utilization Research. This is a combined synopsis/solicitation for
commercial items prepared in accordance with the format in FAR Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
Solicitation No. 5114-6-3023 is being issued as a Request for
Quotation. This solicitation document and incorporated provisions and
clauses are those in effect through Federal Acquisition Circular 90-38.
This solicitation is unrestricted. In order to use this mass
spectrometer for our ongoing research into the structural
characterization of fats and oils from plant and animal sources, the
mass spectrometer must be fitted with an ionization source which uses
atmospheric pressure chemical ionization (APCI) and electrospray
ionization (ESI) techniques. CLIN 0001 Field installed APCI and ESI
control electronics and software for TSQ700/7000 systems. Includes
electronic control module and interfacing cables with software control.
ESI/APCI head control electronics included. Requires revision 7.0 or
higher ICIS software and downloadable firmware. Included installation.
Requires APCI and ESI hardware, 1 each. CLIN 0002 Shipping for CLIN

Includes APCI head and loop injector. Mounting hardware and
installation included. Requires APCI and ESI electronics and software,
1 each. CLIN 0004 Shipping for CLIN 0003. The criteria which must be
satisfied by a suitable APCI/ESI ionization source upgrade are given as
the following salient characteristics: The upgrade must perform
atmospheric pressure chemical ionization and electrospray ionization on
a Finnigan MAT TSQ 700 mass spectrometer. The upgrade must be
compatible with ICIS Software Revision 7.0, which acts as the
instrument control, data acquisition, and data analysis system on the
Finnigan MAT TSQ 700 mass spectrometer. The upgrade must have
electronics which can be controlled by the instrument control portion
of ICIS Software Revision 7.0 to provide settings of vaporizer
temperature, corona current, sheath and auxiliary gas controls for APCI
ionization mode, and nozzle current and sheath and auxiliary gas
controls for ESI ionization mode. Selection of ionization mode must be
software controlled using existing ICIS 7.0 Software, or an
appropriately updated software revision. The upgrade must include an
electronics module which will provide voltage sources and adjustment
electronics which give adjustable vaporizer heater control, adjustable
corona current control, adjustable capillary heater control, and
on/off gas solenoid controls for APCI ionization mode, and adjustable
nozzle current control and on/off gas solenoid controls for ESI
ionization mode. The upgrade must include the following hardware: 1) a
vacuum housing which is fully compatible with the existing vacuum
housing on the Finnigan MAT TSQ 700 mass spectrometer, 2) ion lenses in
the new vacuum housing to replace the ion lenses used by the
conventional ionization source, 3) a capillary bleed to act as the
interface between the atmospheric pressure region of the source and the
high vacuum quadruple region, 4) an APCI ionization head which contains
several basic components: a vaporizer heater, a corona discharge needle
for ionization, sheath and auxiliary gases for HPLC eluent desolvation,
5) sheath gas and auxiliary gas control solenoids, 6) a sample loop
injector for use with HPLC flow systems, 7) the option to add an ESI
ionization head at a future date, 8) all cables and gas lines necessary
to operate the above mentioned controls. The upgrade must include all
ion lens control electronics which are fully compatible with existing
ion lens controls. The upgrade may utilize existing voltage sources and
electronics if modifications are made by a qualified electronics
technician which will make those existing lens controls compatible with
ion lenses used in the APCI/ESI vacuum housing. The APCI/ESI upgrade
should be capable of handling HPLC effluent flow rates up to 2.0
mL/min. The upgrade should be capable of using HPLC effluent flow rates
at low as 0.050 mL/min. Delivery to be within 120 days ARO. FAR
