furnish a new 150KW/188KVA; 480/277 VAC (reconnectible) three-phase
4-wire 60 Hertz emergency diesel-driven generator set ONAN or equal.
Some of the basic features to include 1800RPM; brake horsepower min.
277; BMEP min. 198 psi; radiator cooling capacity (air) 6670 Scfm; max.
heat rejection 5750 BTU min.; motor starting capacity of 672 KVA and
sub-base fuel tank capacity of 340 gallons. Basic Bid will include
providing and installing the new emergency diesel driven generator set
complete with auxiliaries and accessories. Option No. 1 will include
the construction of new concrete mounting pad approximately 20 ft. x 10
ft. x 8-In. Option No. 2 will include field installation and testing of
emergency diesel driven generator set. Submission of descriptive
literature is required for this solicitation. Descriptive literature
shall be provided detailing the overall dimensions and technical
capabilities that shall prove that the item being offered meet the
Government's minimum requirements and that the equipment offered is
capable of functioning as a complete system as stated in the
specifications. The purpose of this requirement is to (1) establish
exactly what the bidder proposes to furnish and (2) to provide
specifications for the offered product that may not be readily
available to the Government. The descriptive literature will be
evaluated to the extent of determining before award whether the
products offered meet the Government's minimum requirements and are
capable of functioning as a complete system. Failure of a bidder to
furnish descriptive literature with their bid will result in the bid
being considered nonresponsive. Furthermore, descriptive literature
that fails to show that the products offered complies with the minimum
specifications will result in the bid being considered nonresponsive.
In addition, the successful bidder will be evaluated on his/her
performance under existing and prior contracts for similar products or
services. The government will focus on information that demonstrates
quality of performance relative to the size and complexity of the
procurement under consideration. Performance information will be used
for responsibility determinations in accordance with FAR 9.104.
Generator and installation work will be performed at the Federal
Emergency Agency (FEMA), Mt. Weather Emergency Assistance Center
(MWEAC) 19844 Blue Ridge Mountain Road, Bluemont, VA 20135, building
430 and 430A. Period of performance is 240 calendar days, includes base
bid and options. This will be a firm-fixed price contract with Options
1 and 2. Solicitation package will be available O/A August 15, 1996
with an opening date approximately 30 days thereafter. Specifications
and drawings will be available upon receipt of a written request to the
above address, Attn: Maria L. Martin. A prebid conference and site
visit will be held prior to due date of the IFB. Attendance is
encouraged but not mandatory. Date and time for the prebid conference
will be stated in the IFB. This procurement is a small business
set-aside. If adequate interest is not received from small businesses,
the project will be unrestricted without further notice. The SIC Code
applicable to this solicitation is 3621. The small business size
standard is 1000 employees. This solicitation will be issued using
SF-1449 Solicitation/Contract/Order for Commercial Items. Firms
interested in receiving a copy of the IFB should respond in writing
