Services, SAMHSA intends to award a contract to the American
Psychiatric Association under the authority of USC 243 (c) (1), only
one responsible source, to provide technical assistance to States and
Universities in mental health services human resources development.
Mental health providers nationwide must receive training according to
State's needs. Working in community based public and managed care
systems, psychiatrists must serve as leaders functioning in an
integrated model with other mental health disciplines sensitive to
multi cultural issues, and minority and disadvantaged populations.
State human resource needs must be identified and addressed in order to
fill knowledge and training gaps. To fill the training gaps a
connection must be developed between State mental health providers and
training institutions working together; in addition, State Mental
Health Authorities must be involved to support University training
programs in meeting this objective. The objectives of this project are:
1) provide technical assistance to State mental health authorities,
state universities and public community based mental health service
providers to work together in identifying human resource needs in
systems; 2) provide training for mental health service providers and
consumers on treatment and service delivery issues with diverse and
disadvantaged populations in public community based and managed care
mental health delivery settings; and 3) provide and disseminate
information to the mental health services field regarding the project
and training needs in public and managed care community based mental
health systems. The Government anticipates awarding a three year
contract to the American Psychiatric Association, as the only
responsible source. Only the APA possesses the needed background and
credibility in the field to successfully implement this project. The
project requires national visibility to liaison and support
relationships between the National Association of State Mental Health
Program Directors, State mental health authorities and universities
nationwide, on a state by state basis. In addition the project requires
leadership in the field of community psychiatry and APA is the
preeiminent organization in the field of community psychiatry. It is
anticipated that the solcitation will be issued on or about August 27,
1996. All responsible sources may submit a proposal which shall be
considered by the agency. The SIC code is 8741. Those offerors desiring
consideration must fully identify their capabilities in writing to the
