A -- NORTH AMERICAN RESEARCH STRATEGY FOR TROPOSPHERIC OZONE (NARSTO) CRITICAL REVIEW PAPER ON AIR QUALITY MODELING SOL ECA044 POC Karen Z. The U.S. Environmental Protection Agency has a requirement for an expert in ozone air quality modeling to help write the North American Research Strategy for Tropospheric Ozone (NARSTO) critical review paper on ozone air quality modeling. NARSTO is a 10-year research program to improve the basic science and understanding of the urban/regional ozone problem, and to develop tools and methods to use for its assessment and for mitigation strategies. One of the principal goals of NARSTO is to develop a state-of-science assessment for tropospheric ozone by 1998. The components of the NARSTO state-of-science assessment include twelve critical review papers, to be submitted for journal publication, on specific aspects of tropospheric ozone science. It also includes a Synthesis Report that will integrate the scientific information contained in the critical reviews toward addressing the overarching NARSTO policy and science assessment questions. The review paper will be written suitable for publication in an atmospheric sciences journal. Style and format of the paper should follow the guidelines that have been established for all of the NARSTO critical review papers by the NARSTO Management Coordinator. The content of the paper will include an overview of the current state-of-science in ozone air quality modeling, including recent improvements in process simulation, the move to multi-scale models, numerical techniques used in models, process integration, data requirements and preparation, the structure and description of current modeling systems, and computational considerations and constraints. Model evaluation section will review recent evaluation efforts comparing air quality model results to ambient data collected from monitoring networks and intensive field campaigns within North America. Emphasis shall be placed on those evaluations involving multi-species comparisons. The critical review shall focus on model development and evaluations reported beyond those described in the 1991 National Academy of Sciences report on tropospheric ozone, ''Rethinking the Ozone Problem in Urban and Regional Air Pollution''. The contractor shall participate in two meetings of the combined author panel for all of the NARSTO critical review papers and the Synthesis Team. Specific qualification requirements for the work to be performed are as follows: (1) be extremely knowledgeable about the inner process simulations within the models, the numerical algorithms within the models, the integration processes within the models, and the data requirements and upstream model linkages, (2) be unbiased and fair in reviewing the field, without giving undue influence to any one modeling system or application, and (3) have had previous experience in assessing the state-of-science in tropospheric ozone. The solicitation will be issued approximately 8/20/96, and proposals will be due approximately 9/3/96. Interested parties may obtain a copy of the solicitation by submitting a written request.
