This announcement constitutes the only solicitation, proposals are
being requested and a written solicitation will not be issued. ////

is 3812. //// A description of each item and their respective Contract
Line Item Number (CLIN) are as follows: CLIN 0001: Airborne Recorder (2
each); CLIN 0002: 115VAC Single Phase Power Supply (2 each); CLIN 0003:
Tape Alignment Cartridge (1 each); CLIN 0004: Dubbing Cable (1 each);
CLIN 0005: Test Box/Data Analyzer (1 each); CLIN 0006: Extender Card (1
each); CLIN 0007: Tool Kit (1 each); CLIN 0008: Remote Control Terminal
with I/O Adapter for Airborne Unit (1 each); CLIN 0009: Transit Case
Set (1 each); CLIN 0010: I/O Mating Connector Kit (Airborne 28v Unit)

also supply a complete set of Operating Manuals consisting of the
standard documentation normally supplied in customary commercial

EVALUATION -- COMMERCIAL ITEMS (OCT 1995) does NOT apply to this
acquisition. Instead, the evaluation procedures are as follows: an
award shall be made to that responsible offeror submitting a
technically acceptable proposal and offering the lowest evaluated
price. Price shall be the deciding factor among technically acceptable
proposals. To be technically acceptable, the offeror's technical
proposal must be evaluated as technically acceptable for each of the
requirements listed above. Technical acceptability will be determined
solely on the content and merit of the information submitted in
response to this provision. Therefore, it is incumbent on the offeror
to provide sufficient technical information (technical brochures,
model/part numbers, description of features, written information,
drawings, illustrations, documentation, etc.) to enable the Government
to make an adequate technical assessment of the offeror's proposal.
The price proposal shall be evaluated on the overall lowest price to
the Government. It is imperative that the offeror shall provide
sufficient written data (a copy of the current catalog, price list,
three recent invoices for the same or similar equipment and any other
supporting information) verifying the price offered. The offeror shall
also provide a list of business references (including the name of a
contact and telephone numbers) in order for the Contracting Officer to
make a responsibility determination in accordance with subpart 9.1 of
the FAR. References shall include a list of other Government contract
numbers, if available. Incomplete material that does not clearly
demonstrate full compliance with the evaluation factors may result in
an offer being determined unacceptable and being removed from
consideration for contract award. A written notice of award or
acceptance of an offer, mailed or otherwise furnished to the successful
offeror within the time for acceptance specified in the offer, shall
result in a binding contract without further action by either party.
Before the offer's specified expiration time, the Government may accept
an offer (or part of an offer), whether or not there are negotiations
after its receipt, unless a written notice of withdrawal is received

extend to the Government full coverage of any standard commercial
warranty normally offered in a similar commercial sale for ALL CLINs.
Acceptance of the warranty does not waive the Government's rights under
the Inspection clause, nor does it limit the Government's right with
regard to the other terms and conditions of the contract. In the event
of a conflict, the terms and conditions of the contract shall take
precedence over the warranty. The warranty period shall begin upon
