synopsis/solicitation for commercial items prepared in accordance with
the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation, proposals are being requested and a written
solicitation will not be issued. The solicitation number is
1422-N670-Q96-0060 and is being issued as a request for quotation. The
solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 90-39. This is a
100% set aside for small business, SIC code is 5191 and size standard
is 100 employees. This requirement is for a firm fixed price contract
for Line Item 1, Hay/Alfalfa, 1st or 2nd cutting of 1996 crop, 500
tons. Description. All hay to be delivered under this contract shall be
of the first or second cutting of the 1996 crop and shall conform with
the requirements of the U.S. Hay and Straw Standards. A copy of this
publication may be obtained (at no cost) from U.S. Department of
Agriculture, Federal Grain Inspection Service, IRM Branch, Room 0667
South, 14th and Independence Ave., SW, Washington, DC 20250. Hay shall
be Alfalfa, with a maximum of 5% grasses. Hay shall be in conformance
with the following requirements: a. Domestically grown. b. Sun-cured
with no moisture damage, not heating. c. Properly stored, well cured,
green and leafy. d. Free of mold, dust, Russian Thistle or Prickly
herb, ''cheat'' grass, fox tails, corn stalks, bearded grain, and other
long awns (spikelets), and any other weed or grass not considered
healthy forage for domestic animals. e. Free from animal contamination,
dangerous pesticides and foreign matter of any kind (i.e., wire, nails,
or other debris). Bale Requirements: a. Hay shall be cut with a crimper
and bailed with wire, or Rat and Rot-proof twine. b. Bales shall be
delivered direct from fields or barns via clean vehicles NOT used for
transport of livestock. c. Round bales or bales exceeding 130 pounds
are not permissible. d. Bales shall be uniform lengths, ragged bales
shall not be accepted. e. Bales with loose wire/twine or broken bales
shall not be accepted. Delivery shall begin not later than 10 days
after October 1, 1996 or award of contract, whichever is later, and be
completed no later than 30 calendar days after contract award. The hay
shall be delivered F.O.B. Destination and shall be unloaded and stacked
by the Contractor. Contractor may be required to place hay under an
open hay shed upon delivery. The shed is open at the ends and from the
sides and is accessible to a typical squeeze loader. Delivery shall be
made to the following location: USDI, Bureau of Land Management, Wild
Horse and Burro Corrals, 17 miles East of Susanville, CA on Highway
395, or 4 miles north of Litchfield, CA on Highway 395. FAR provision
52.212-1, Instructions to Offerors--Commercial, applies to this
acquisition, with the following addenda: Per FAR 12.603(b) the SF 1449
is not used. Paragraph (c), Period of acceptance of offers - Offeror
agrees to hold the prices in its offer firm until October 18, 1996.
Paragraph (h), Multiple award - Delete entire paragraph and substitute:
Award. Offers will be received on an all or none basis. Award will be
made to the lowest responsive and responsible offeror based upon the
unit price quoted. Offerors shall include a completed copy of the FAR
provision at 52.212-3, Offeror Representations and
Certifications--Commercial Items, with their offer. FAR clause
52.212-4, Contract Terms and Conditions--Commercial Items, applies to
this acquisition, with the following addenda: FAR 52.219-6, Notice of
Total Small Business Set-Aside. FAR clause 52.212-5, Contract Terms and
Conditions Required to Implement Statutes Or Executive
Orders--Commercial Items, applies to this acquisition, along the
following additional FAR clauses cited in the clause: 52.222-26, Equal
Opportunity, 52.222-35, Affirmative Action for Special Disabled and
Vietnam Era Veterans, 52.222- 36, Affirmative Action for Handicapped
Workers, 52.222-37, Employment Reports on Special Disabled Veterans and
Veterans of the Vietnam Era, 52.225-3, Buy American Act - Supplies. FAR
clause 52.232-18, Availability of Funds, applies to this acquisition.
Contractor shall be responsible for verifying weight prior to shipment
and shall furnish certified weight tickets from state approved scales
upon delivery at destination. FAR clause 52.211-16, Variation in
Quantity is applicable with permissible variation shall be limited to:
of 1 percent increase, of 1 percent decrease. The Contractor shall
notify the Contracting Officer's Representative (COR) three (3) days
prior to shipment of hay. The following information shall be given to
the COR at that time: a. Anticipated delivery date, and/or changes in
the scheduled delivery date, b. The Bill of Lading number, c. Total
tonnage to be delivered for that load, and d. The name of the carrier
responsible for shipment. Delivery shall be made between the hours of
8:00 a.m. and 4:00 p.m., local time, Monday through Friday, excluding
weekends and holidays. Should an emergency occur, deliveries may be
requested for a Saturday, Sunday, or national holiday, providing that
the Contractor notifies the COR on the preceding Friday and/or the work
day preceding the scheduled holiday. Request for Offers must be
received no later than 1:00 PM, local time, September 3, 1996. Offers
sent via the US Postal Service should be mailed to Bureau of Land
Management, BC-670B, Denver Federal Center, P.O. Box 25047, Denver, CO
80225-0047. All RFQ's not sent through the US Mail will be considered
hand carried and direct delivered. Hand carried RFQ's must be
delivered directly to and placed in the depository at Bureau of Land
Management, BC-670B, Mail Room, Entrance S-4, Building 50, Denver
Federal Center, Denver, CO 80225-0047. Direct delivery of offers is
only possible weekdays, excluding federal holidays, between the hours
