Bureau of Prisons seeks proposals for construction management support
services for construction of a Federal Detention Center in Houston,
Texas. The construction management firm's contract will encompass
construction management services for independent contracts for the
institution. The contract includes Major Construction-Medium Security
Federal Detention Center (FDC). The FDC will be a mid-rise facility
with a total building area of approximately 300,000 square feet.
Estimated construction cost is over $30,000,000. Construction
Management Services are anticipated to begin in December 1996 with the
start of major construction in January 1997. Contract performance will
be approximately twenty-five months. The proposed construction
management support services are to include, but are not limited to:
inspection for conformance with contract requirements; review of
contractors' CPM schedules and progress reports; maintenance of project
files, inspection and testing records, and job diaries; evaluation of
cost estimates and recommendation of change orders; monitoring
submittals and contractor progress; review of contractors' submittals
and payment requests; analysis and recommendation related to disputes
and claims; preparation and processing of correspondence and
documentation related to these services; and other services required
for successful administration of the project. The selected firm will
provide these services using on-site personnel from their own offices
and work force, and any other resources necessary. To be considered,
firms must have at least five (5) years experience in management, cost
estimating and scheduling of construction projects of similar scope
and complexity, and experience in the analysis of claims and disputes.
Evaluation factors for selection will be based on the firm's capacity,
makeup of the firm, and available resources (20%); proposed project
team and organization, including the ability to serve the project
location (30%); previous experience and performance (25%); and cost
(25%). This agency will consider all proposals submitted by a
responsible source. Request for Proposals (RFP) will be available
approximately 30 days from publication of this notice. This is not a
small business set-aside. Written requests are required. Telepone
