The Phillips Laboratory Operational Contracting Division/PKOV, Kirtland
AFB NM is seeking sources capable of performing Base Transportation
Services for Kirtland AFB, NM. These services are currently being
performed by the Government, and a cost comparison under OMB Circular
A-76 will be conducted to determine the most cost effective mode of
operation. A contract will not be awarded if Government performance is
determined to be more advantageous. The Kirtland AFB transportation
operation consists of but is not limited to: Combat Readiness and
Resources, Traffic Managment, Vehicle Maintenance, and Vehicle
Operations. The Traffic Management Flight has the following tasks:
management of record maintenance, documentation and administration,
operate the air freight terminal to include outbound freight
processing, packing and crating, performing warehouse operations,
processing hazardous cargo and documentation and maintaining ticketing
of overseas passenger/space available passengers. Perform passenger
movement operations, counsel personnel, process travel orders and
documentation, load/unload aircraft, conductsurface freight operations,
perform personal property operations (i.e., non-temporary storage,
inspection and processing of inbound shipments) operate the air
passenger terminal to include processing inbound/outbound passengers,
maintains flight status, and provide flight information to passengers.
The Vehicle Maintenance Flight performs mobile maintenance, performs
tire and battery maintenance, conducts allied trades; performs
maintenance on general purpose and special purpose equipment, fire
department refueling, nonregistered programmable vehicle maintenance,
and mobility vehicles/equipment maintenance, provide maintenance
support to include workload control, bench stock, data analysis, tool
inventory, materielcontrol, and technical library, and; manage
COPARS/COPADS/BPA or similar programs. The Vehicle Operations Flight
performs staff assistance visits, inspects appearance oif vehicles, and
performs analysis to include: General fleet analysis, authorization
analysis, utilization analysis, vehicle operations management analysis,
performs taxi operations, passenger/cargo support, wrecker/recovery
service, wash and clean vehicles, performs dispatch operations, to
inlcude: Taxi dispatch, passenger/cargo dispatch, U-Drive-It Dispatch
plans, organizes, and directs motor vehicle transportation for
operational mission support; maintains vehicle fleet to inlcude
dispatch operations, planning convoys, manages vehicle licensing and
qualification programs, and performs vehicle operations and management
analysis. The Combat Readiness Flight Plans and executes the Mobility
Wartime Sustainment, and Reception Plan for the Wing and its associate
units, analyses of Base Mobility Plans (BMP), and movements of units in
Air Force commercial/military aircraft, or appropriated directive in
support of OPLAN/OPORD, applies transportation resources to
requirement, evaluates equipment readiness, develop operating procedure
to deploy unit resources, performs periodic staff assistance visits
(SAV), manges the budget, monitors unit manning and manpower, monitors
facility projects, monitors unit productivity program. Firms capable
of performing the described services are invited to submit a
description of their capabilities and experience to the following
address: Phillips Laboratory, Operational Contracting Division/PKOV,
2000 Wyoming Blvd SE, Kirtland AFB, NM 87117-5606. Submissions should
be limited to 15 pages and provide evidence of similar past or present
performance, to include the names and telephone numbers of references.
CONTRACTORS MUST IDENTIFY THEIR BUSINESS TYPE (i.e., large business,
small business, small disadvantaged business, 8(a) certified business,
woman-owned business, etc.). The applicable Standard Industrial
Classification (SIC) Code for this requirement is 8744 and the
corresponding size standard is $5.0 million (gross revenues averaged
over the past three years). This synopsis is for planning purposes

set-aside/restrict competition in some way or solicit offers from all
