The purpose of this announcement is to cancel the previous announcement for FEMA Agent for Centralized Telecommunications Services, issued on April 5, 1996. The Federal Emergency Management Agency proposes to negotiate a seven-month (October 1, 1996 through April 30, 1996) sole source contract with Bell Atlantic Network Services for Intralata Administrative Services. This requirement is for services for which the Government intends to solicit and negotiate services with only one source under the authority of FAR 6.302. This requirement will provide interim coverage, solely to ensure continuity of essential services, until award can be made on a 5-year competitive follow-on contract. These services include local telephone intralata access services for all of FEMA at all times in support of its all hazard mission ranging from on-going services to the immediate surge level requirements associated with national disasters and any catastrophic events. The anticipated release date for the FEMA Agent for Centralized Telecommunications Services solicitation is on or about December 1996. All offerors who previously submitted a request for a copy of the solicitation in response to the April 5, 1996, CBD announcement need not re-submit their request.
