Department of Justice, Federal Bureau of Prisons, Southeast Regional
Office, seeks to negotiate a Firm-Fixed Price/Requirements
Architect-Engineer (A&E), 8(a) Set-Aside services contract. The initial
contract will be for one (1) year with FBOP reserving the right to
extend four (4) additional one year periods. This contract will support
the Southeast Regional Facilities Department in efforts to plan,
design, construct, renovate and maintain FBOP facilities within the
region (Georgia, Florida, South Carolina, Alabama, Mississippi and
Puerto Rico). The A/E firm selected will be required to provide the
following services: prepare studies; plans; specifications; cost
estimates; space planning; space programming; handicapped
accessibility; fire protection engineering; environmental and energy
conservation. Professional disciplines required will include:
architecture; mechanical; electrical; plumbing; structural; civil; and
environmental engineering. Services will be provided primarily to FBOP
personnel located in the Atlanta, Georgia and consideration will be
limited to those firms within a 50 mile radius of Atlanta, Georgia. The
A/E firm selected must have the ability to provide services throughout
the FBOP Southeast Region using its own resources or those of
subcontractors. The estimated start date is September 16, 1996. A/E
selection criteria is listed as following: PROPOSED PROJECT TEAM AND
ORGANIZATION (40%): Key personnel of the firm including consultants and
management plan; professional qualifications and relevant
experience-individually and as a team; and the team's organization and
management approach and planning to provide services of this type;
FIRM'S CAPACITY AND CAPABILITY (30%): Size and make-up of firm and
consultants; available personnel by discipline available for the
categories of services required; any relevant equipment, procedures,
systems or techniques available to provide these services; EXPERIENCE
AND PERFORMANCE (30%): Experience by the firm and consultants,
including: relevant experience with projects of comparable size and
complexity; project team and consultant experience and performance
demonstrated by description of recent services provided; experience
relevant to the major categories of services required; operation
efficiency and conciseness, clarity and completeness of the firms
submittal. In addition, AutoCAD release 12 compatible CADD documents
and AIA Master Spec., WordPerfect for Windows, specifications are
required for all documents prepared by A/E Services. Evaluation
selection criteria will be in strict accordance with FAR 36.6. All
orders placed under the contract will be on a firm fixed fee price
basis and accomplished through individual task orders. There will be no
minimum guaranteed fee associated with this contract. The maximum total
fees for each period shall not exceed $1,000,000. The maximum total for
each task order shall not exceed $50,000.00 for a project at USP
Atlanta or $250,000.00 for a project that is for the Southwest Region.
This acquisition is an 8(a) set-aside. Qualified firms desiring
consideration shall address their capabilities with regard to the
mentioned evaluation factors and provide two (2) copies of current SF
254/ SF 255's. Responses must be received within 30 days of this
