supporting SAF/GCQ to design, test, and verify a methodology to
ascertain 1) a detailed breakdown of the cost incurred at the various
stages of Equal Employment Opportunity disputes within the Air Force;
2) the cost incurred by Alternative Dispute Resolution techniques
employed in comparable disputes; 3) any demonstrable cost
avoidance/cost savings achieved by the Air Force's Alternative Dispute
Resolution techniques (above the costs incurred through more
traditional administrative dispute resolution processes); 4)
development of a rational assessment of ''intangible'' benefits, if
any, of Alternative Dispute Resolution Processes (affect on morale,
productivity, employer/employee satisfaction etc.); 5) a detailed
breakdown of the cost incurred at the various stages of Negotiated
Grievance Procedures disputes within the Air Force; 6) a detailed
breakdown of the costs incurred at the various stages of Unfair Labor
Practice disputes with the Air Force; 7) a detailed breakdown of the
cost incurred at the various stages of Agency Grievance Procedural
disputes within the Air Force; 8) a detailed breakdown of the costs
incurred at the various stages of Merit Systems Protection Board
disputes within the Air Force; 9) development of survey instruments to
be promulgated Air Force wide to capture relevant data to enhance the
evaluations just completed. Offeror's responses must demonstrate that
the personnel involved in the design and testing of the methodology
for this project have 1) intimate familiarity with nationally
acknowledged research criteria standards; 2) a demonstrable resume of
similarly comprehensive research endeavors within the last 4 years; 3)
demonstrable comprehensive application of statistics to support
conclusions contained in previous projects; 4) demonstrable evidence of
legal education, background, or significant experience with
administrative processes; 5) ability to synthesize and analyze
pertinent raw data and present findings supported by statistical
significance level of no less than 95%. Period of performance is
estimated to be 90 to 120 days. All responsible sources may submit a
