synopsis/solicitation for commercial items prepared in accordance with
the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; bids are being
requested and a written solicitation will not be issued. The
solicitation number for this procurement is DABT02-96-B-0013 and is
issued as an invitation for bid (IFB). This solicitation is subject to
Availability of Funds. Reference FAR 52.232-18. This solicitation
document and incorporated provisions and clauses are those in effect
through Federal Acquisition Circular FAC 90-37. This solicitation is
set-aside for small business. The standard industrial classification
code is 5075 and the small business size standard is 500 employees. The
Bid Schedule shall be for one (1) each water cooled liquid chiller,
pumps and accessories for Building 503, Fort McClellan, AL. Bids must
indicate quantity, unit price and total amount. Provision at FAR
52.212-1, Instruction to Offerors-Commercial, applies to this
acquisition. Offerors shall include a completed copy of the provision
at FAR 52.212-3, Offeror Representations and Certifications-Commercial
Items, with their offer. Suppliers bid price shall include the
chiller, cooling tower, condenser water pump (indoor mounted near
chiller in mechanical room), and all required accessories in addition
to the cost of shipping to: Directorate of Engineering and Housing,
Building 503, 13th Street and 4th Avenue, Fort McClellan, AL 36205.
Supplier must provide delivery within 10 business-work days after
contract award. FEATURES AND CHARACTERISTICS REQUIRED FOR 300 TON WATER
COOLED CHILLER (Supplier shall furnish the following equipment and
accessories described or shall furnish an approved equal for same
equipment and accessories; capacities and ratings are considered
nominal figures and may satisfy Government requirements by being within
5 percent of the stated figure.) Supplier shall furnish one 300 ton
centrifugal liquid chilling unit. The unit shall produce a capacity of
300 tons, cooling 720 gallons per minute (gpm) of water from 54F
degrees to 44F degrees when supplied with 900 gallons per minute of
condenser water at 85F degrees. Power input shall not exceed 166kW.
Water side shall be designed for 150psig working pressure. The
compressor motor shall be electrical power rated for 460 volts, 3
phase, 60 Hz and controls rated at 115 volt, single phase, 60 Hz.
Chiller refrigerant shall be R-22; refrigerant shall have ozone
depletion factor (ODF) of 0.05 or less. Chiller performance shall be
certified in accordance with ARI Standard 550-92. Only chillers that
are listed in the ARI Certification Program for Centrifugal and Rotary
Screw Chillers are acceptable. Each unit shall be completely
factory-packaged including evaporator, condenser, sub-cooler,
compressor, open motor, lubrication system, factory- furnished solid
state starter and non-fused disconnect switch, controls center
matched/designed for the chiller furnished, and all interconnecting
unit piping and wiring. Supplier shall also furnish the cooling tower
and the condenser water pump, both properly sized to match the chiller
supplied. The chiller, cooling tower, pumps and accessories all shall
be painted prior to shipment. The initial charge of oil shall be
shipped inside the chiller; a full charge of refrigerant shall be
supplied, shipped in containers and cylinders for field installation.
Supplier shall furnish all installation, operation and maintenance
manuals and diagrams relating to the equipment provided including, but
not limited to: installation, operation, and maintenance manuals;
wiring, electrical, and mechanical systems diagrams; unit-dimensions
diagrams; and, renewal/spare parts manuals. The following clauses apply
