Code DACW57) The U.S. Army Corps of Engineers, Portland District, has
several flood rehabilitation projects expected to be initiated in the
next several months. Sunset and Stillwell Drainage districts have
federally improved levees that were damaged in the February '96 flood
requiring restoration to functional condition. Stillwell restoration
site is located 1 mile west of the city of Tillamook, and is on the
Tillamook and Trask Rivers and Sunset is located on the opposite side
of the river from the city of Nehalem, on the Nehalem River, both
located in Tillamook County, Oregon. Stillwell involves the following
repairs: 1) at two of the areas, quarry waste rock will fill portions
of missing riverward levee slope (one area requires sloughed levee
embankment to be removed/disposed; 2) two areas suffered riverward
slope erosion, damage will be compensated for by widening the levee in
a landward direction, the ground will be stripped and grubbed, soil
levee embankment will be placed in one foot lifts until the proper top
of the levee elevation is reached, embankment to be seeded (grass); 3)
the landward slope of the remaining area was damaged by overtopping
flows, soil levee embankment will be used to restore the slope and then
seeded. Sunset location involves repair to 2,200 linear feet of the
levee to the riverward slope; 1) the washed out slope will be restored
with quarry waste rock material; 2) woody debris/vegetation to be
removed prior to placement of quarry rock; 3) 1,000 square yards of
scattered scour area on the crest of the levee requires placement of
soil blanket seeded to grass. Approximate quantities required are:
STILLWELL: excavation - 100 CY, levee embankment 4500 CY, quarry waste
rock - 1200 CY, strip & grub - 5000 SY, soil - 0 yards, seeding 4360
SY. SUNSET: quarry waste rock - 2360 CY, soil - 200 CY, seeding - 1000
SY. This procurement is open to both large and small businesses. The
size standard for small businesses is a concern, including affiliates,
having an annual gross sales or receipts for the preceding three years
not to exceed $17.0 million. Please indicate business size when
responding. Estimated cost range is between $250,000 and $500,000 and
should be bid per line item. Tentative availability of Invitation for
Bid is on or about 15 August 1996 at a cost of $29.00 (non-refundable
if the solicitation is canceled). Tentative bid opening date is 15
