R -- SOFTWARE ENGINEERING SERVICES FOR NATIONAL TARGET BASE (NTB) PRODUCTION PROCESS FOR THE NDL INTEGRATED DEVELOPMENT SYSTEM (NIDS) POC Contact Jeanne Fairley, (402) 294/6393, Contracting Officer, Gerald L. The Government intends to negotiate on a sole source basis to expand the scope of Contract F25606-94-D-0004 to include the following requirement: The functionality of National Designated Ground Zero (DGZ) List Integrated Development System (NIDS) needs to be expanded to include the National Target Base (NTB) production process. An itemization of the NTB production re-engineering and the integration of NTB production and NIDS. Completion date for this effort is 1 August 1998. A Single User Interface (SUI) to all functions is required to build and maintain a nuclear weapon testing system. The following six functions shall be included: l. Database Management and Maintenance: a) The functionality of all NTB Maintenance and Production programs within the current N204a and N205 and all J5215 ''memory items''. These processes must be automated and streamlined where possible. b) Construction and maintenance of installations including interactive graphical mapping capability for the user to build and quality assure installations. c) Assign codes to data fields within an installation record. d) Batch and On-line updates to the database. e) Receive and maintain installation data. Changes to the installation records include adds, deletes, and changes. The planner must be able to discriminate between ''transactions'' in order to process, cancel, or hold them for future use. f) A knowledge rulebase made up of guidance dependent rules which can easily be modified by the user as a result of changes to guidance. The function of these rules would be to perform semantic, legal value and cross-field checks on the data. The ability to process as many as three active revisions with separate rules. g) Read and update the SWPS Enterprise database directly. The ability to create and save data sets. A log of database transactions. h) Import or export from any media. i.e., electronic, floppy or tape. i) Perform comparisons of data. j) Promote changes to all records or a subset of records. k) Create a facility record. l) The ability to transmit data electronically to the Intelligence Data Handling System (IDHS). 2. Display of Installation Data: a) Display installation locations and detailed information on a variety of graphical map backgrounds. b) Overlay Digital Terrain Elevation Data (DTED) data on a mapping background from which to extract and display elevation data. 3. Adaptive/Crisis Planning: a) Support of the adaptive/crisis planning process used in the development of Deliberate Planning Options (DPOs)/Theater Nuclear Options (TNOs). b) Generate a message which will notify planners upstream as to which targets have been selected. 4. Target Excursions: a) Create, store and modify ad hoc queries and reports. Sort query results in various ways. b) Print formatted reports and specified screens. c) Create multiple databases for excursions. 5. Security Safeguards: a) Provide users different privileges based on their job's responsibility. Some users may require read only capability to certain data items while others may require read, write, and delete capabilities. b) Maintain proper SCI/ESI system separation. 6. Miscellaneous: a) Training by the developer. b) User-friendly Software Users Manual (SUM). c) Minimize the number of panels required to perform tasks. d) Detailed on-line help manual. e) On-sight support.
