This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format in FAR Subpart 12.6, as supplemented
with additional information included in this notice. This announcement
constitutes the only solicitation; offers are being requested and a
written solicitation will not be issued. The solicitation document and
incorporated provisions and clauses are those in effect through
Federal Acquisition Circular 90-37. The contract period of performance
is expected to be five (5) years. This will be an Indefinite Delivery
Indefinite Quantity(IDIQ) Labor Hour type of contract. The maximum
contract value is expected to be $1.6M. The minimum contract value is
expected to be $50K. This is a 100% small business set aside. The
standard industrial classification (SIC) is 7361. The small business
standard annual income is 3.5 million. This solicitation is being
issued as a Request for Offers (RFO) for Temporary Clerical Services
(D-14776). This procurement will provide for multiple awards for
temporary clerical services at NASA Headquarters and requires
contractors to respond to a one day advance notice of NASA's
requirement for these services. The following are the required labor
categories with a description of the anticipated duties and skills: I)
General Clerk - will perform repetitive tasks, such as filing precoded
documents in an extensive alphabetical file, operating office equipment
(photocopiers, word processing machines, etc.), and performing duties
of a receptionist; II) Level 1 Secretary - does everything in the above
category plus accomplishes recurring office procedures independently,
selects the guideline or reference which fits the specific case,
control the mail, maintain the supervisor's calendar, perform routine
typing assignments, transcribe dictation, establish/maintain office
files, maintain recurring internal reports, requisition supplies,
printing and other services; III) Level 2 Secretary - does everything
in the above labor categories plus handle differing situations,
deviations in the work according to the supervisor's general
instructions, and may assist the supervisor with special assignments.
Assembles established background materials, as directed; and may attend
meetings to record and report on the proceedings. Type a variety of
materials from rough drafts. Under minimal instruction, generates
routine documents using word processing equipment, and is able to
input, correct, and retrieve material. Collect information from files
or staff for routine inquiries on office programs or periodic reports.
Refer non-routine requests to the supervisor or staff; IV) Level 3
Secretary - does everything in the above labor categories plus uses
judgement and initiative to determine the approach or action to take in
non-routine situations. Interprets and adapts guidelines, including
unwritten policies, precedents, and practices, which are not always
completely applicable to changing situations. Composes correspondence
on own initiative, based on the supervisor's views, about
administrative matters and general office policies for the supervisor's
approval. Ensures that typed material is prepared in proper format
according to the NASA Correspondence Handbook. Anticipates and prepares
materials needed by the supervisor for conferences, correspondence,
appointments, meetings, telephone calls, etc. Prepares special or
on-time reports, summaries, and replies to inquiries. Reads
publications, regulations, and directives and takes action or refer
those that are important to the supervisor and staff. Updates suspense
files and follows up with staff concerning impending deadlines and
priorities. FAR Provision 52.212-1, Instruction to Offerors--Commercial
Items(OCT 1995), and the following addenda to this provision apply to
this acquisition. Proposals shall be received by NASA Headquarters,
Attn: Donna Settles/CWA, 300 E. St. SW, Washington DC 20546, no later
than 4:30pm of August 12, 1996. Proposals must include the following:
a) Adequate information to determine that the proposed services meet
the above stated requirements; b) Pricing data showing the offeror's
proposed hourly rate for each of the four labor categories for each
expected year of the requirement; c) Past performance references from
the past three years; and d) The offeror is required to submit a
completed copy of the provision at FAR 52.212-3, Offeror Representation
and Certifications--Commercial Items (OCT 1995). FAR Provision
52.212-2, Evaluation--Commercial Items (OCT 1995) and the following
addenda to the provision apply to this acquisition. The Government will
award a contract resulting from this solicitation to the responsible
offeror(s) whose offer conforming to the the soliciation will be most
advantangeous to the Government, price and other factors considered.
The following factors shall be used to evaluate offers: technical
acceptability, price, and past performance. Technical acceptability
will be determined by information submitted by the offeror providing a
description in sufficient detail to show that the service offered
meets the Government's requirements. Submission of descriptive
literature is encouraged, if it adequately covers the required
information. FAR Clause 52.212-4, Contract Terms and
Conditions--Commercial Items (JAN 1996), applies to this acquisition.
FAR Clause 52.212-5, Contract Terms and Conditions Required To
Implement Statutes or Executive Orders--Commercial Items (JAN 1996),
applies to this acquisition and the following additional FAR clauses
cited in the the clause are applicable to the acquisition: 52.203-10
Price or Fee Adjustment for Illegal or Improper Activity (41 U.S.C.
423), 52.222-26 Equal Opportunity (E.O. 11246), 52.222-35 Affirmative
Action for Special Disabled and Vietnam Era Veterans (38 U.S.C. 4212),
52.222-36 Affirmative Action for Handicapped Workers (29 U.S.C. 793),
and 52.222-37 Employment Reports on Special Disabled Veterans and
Veterans of the Vietnam Era (38 U.S.C. 4212). NASA FAR clause
1852.215-84, Ombudsman, is hereby incorporated as follows: OMBUDSMAN
(OCTOBER 1995) An ombudsman has been appointed to hear concerns from
offerors, potential offerors, and contractors during the preaward
phases of this acquisition. The purpose of the ombudsman is not to
diminish the authority of the contracting officer, the Source
Evaluation Board, or the selection official, but to communicate
concerns, issues, disagreements, and recommendations of interested
parties to the appropriate Government personnel and to work to resolve
them. When requested, the ombudsman will maintain strict
confidentality as to the source of the concern. The ombudsman does not
participate in the evaluation of proposals, the source selection
process, or the adjudication of formal contract disputes. Interested
parties are invited to call the installion ombudsman Michael
Christensen at (202)358-2100. Concerns, issues, disagreements, and
recommendations which cannot be resolved at the installation may be
referred to the NASA ombudsman Tom Luedtke at (202)358-3082. DO NOT
CALL THE OMBUDSMAN FOR SOLICITATION REQUEST OF INFORMATION. Before
consulting the ombudsman, interested parties must try to resolve their
concerns with the contracting officer. All responses will be
