Febach (301) 975-6326, FAX (301) 963-7732 The National Institute of
Standards and Technology has a requirement to purchase two (2) AC
resistance bridges with the following specifications: (1) Resistance
ratio should have a resolution of 0.1 ppm from the front panel and 0.01
ppm over the IEEE-488 bus of the full range reading; (2) Ratios should
be measureable over a range from 0 to 1.299 999 9 using external
resistance standards ranging between 1 ohm and 200 ohms; (3) Accuracy
of the bridge should be 0.1 ppm of the ratio, with no more than 1 nV
rms detector error; (4) Carrier frequency of the bridge should be
selectable between 30 Hz and 90 Hz; (5) Detection bandwidth should be
selectable over a range from 0.5 Hz to 0.02 Hz; (6) Sensor currents
should be selectable at the following values: (0.1, 0.2, 0.5) x (1, 10,
100) x (1.0 mA, 1.414 mA); (7) The bridge should be capable of manual
or automatic balancing of both the in-phase and quadrature components
of the signal; (8) An analog output of +/- 10 V should be supplied; (9)
The input noise impendance should be selectable as 1 ohm, 10 ohms, or
100 ohms; (10) The bridge should have a 115 V, 60 Hz power supply; (11)
Connection cables, instruction manual, and a rack mountable case should
be provided; and (12) The bridge should be equipped with an IEEE-488
interface capable of controlling all bridge settings and of
transmitting measurement results. NIST will provide as a trade-in an
ASL model F 18 AC resistance bridge with serial #605-002/016. The
trade-in unit has sustained damage in shipping and is supplied in as-is
condition. Offers received should include any trade in allowance. This
is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation number
53SBNB6C9256 is issued as a request for quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 90-38. This solicitation
is unrestricted. The applicable SIC code is 3825. Delivery shall be FOB
Destination within 60 days after contract award. The provision at
52.212-1, Instructions to Offerors-Commercial Items, applies to this
acquisition. Award will be made to the lowest priced, technically
acceptable offer. Offers shall include appropriate product literature,
or a statement of capability which clearly documents that offered
products meet or exceed the above specifications. The clause at
52.212-4, Contract Terms and Conditions--Commercial Items, applies to
this acquisition. Also the clause at 52.212-5, Contract Terms and
Conditions Required to Implement Statutes or Executive
Orders--Commercial Items, applies to this acquistion, including
