The Bureau of Engraving and Printing (BEP) has a requirement for
Architectural and Engineering (A&E) Services for its Washington, D. C.
Facility. Multi-Discipline A&E Services shall include
renovations/alterations of offices and industrial facilities in such
disciplines as (1) Architectural, (2) Structural, (3) Mechanical, (4)
Electrical, (5) Environmental, (6) Fire Protection, (7) Energy and
other elements that may be appropriate. The contractor may serve, as
authorized, as a Post-Construction Coordinator on any resulting
construction contract. These Post-Construction Services may include:
Review of Shop Drawings, Construction Submittals, Inspection of Sites,
etc. Services shall include, but not be limited to, the development of
Conceptual Designs, Designs, Drawings, Specifications, Cost Estimates,
and Construction Schedules as they relate to building
alterations/renovations, site preparation for the installation of new
and/or existing equipment required in production, or to meet
environmental/safety requirements. The Government's desired services
shall be specified to the Contractor as written task orders on an as
needed basis. Anticipated projects include Structural Upgrade, Trolley
Turnaround Structural Repairs, Tranformer Replacement, Replace Light
Fixtures, Main Chiller Replacement, Fan Coil and Piping Replacement,
Replace Vacuum Pumps, Upgrade Waste Fuel Boiler, Security Upgrades,
Upgrade Fire System, Plating Line Site Preparation, Large Coil
Packaging Site Preparation, Mics. Structural Repair, Bathroom Upgrade,
Stairwell Upgrade, Misc. Office Renovations. It is anticipated that an
Indefinite Quantity type contract will be utilized on a Firm-Fixed
Price Task Order Basis. The contract term will be for one (1) year with
two (2) one-year option periods, a total of three (3) years. The
estimated minimum dollar value for each year shall be $35,001 and the
maximum dollar value for each year shall be $3,500,000. More than one
contract may be awarded. Selection of the A&E firms will be based on
the following Evaluation Criteria: 1) Past record of performance on
projects pertaining to building alterations/renovations/repairs of
industrial facilities in terms of cost control, quality of work, and
compliance with performance schedules. 2) Availability, specialized
experience and technical competence of key personnel and potential
subcontractors in the design of building
alterations/renovations/repairs in industrial facilities. 3) Capacity
to perform the unique and required services of the BEP within short
time limitations. 4) Location of the firm in the general geographical
areas of the required work. Knowledge of the locality of the work and
familiarity with local codes and requirements. Firms desiring
consideration shall submit three (3) copies of SF-254 and SF-255 to the
Bureau of Engraving and Printing, 14th and C Streets, S. W., Room
705-A, Washington, D. C. 20228. The SF-254 and SF-255 must be received
in the BEP Procurement Office no later than forty-five (45) days after
the date of this publication in the Commerce Business Daily. This is
