Specialist at (404)842-6635 The Centers for Disease Control and
Prevention (CDC) contemplates awarding a sole source contract to Ogilvy
and Mather to complete the ongoing BRTA/LRTA project. The contractor
shall engage U.S. business and labor leaders in a comprehensive
workplace program that will engage more than 14 million laborers
including their families, and communities with the information, skills,
and motivation necessary to (1) prevent HIV transmission, (2) respond
appropriately to HIV-related issues in the workplace, and (3)
contribute to HIV prevention efforts in their homes and communities. In
order to be considered for this contract a prospective offeror must,
within 15 days of publication of this synopsis, demonstrate its
capability to complete the BRTA/LRTA program. The offeror must have a
combination of skills, knowledge of the corporate culture relating to
HIV/AIDS, and understanding of current discrimination laws, a
comprehensive understanding of HIV/AIDS education in the work place,
corporate, labor, and media contacts, and knowledge and experience to
continue the BRTA/LRTA. The offeror's in-depth understanding of
HIV/AIDS, business, and labor issues and knowledge of the BRTA/LRTA
Program is essential. In addition, BRTA/LRTA requires an offeror with
established relationships with: (1) CDC grantees, such as the American
Red Cross, AFL-CIO, and AFSCME; (2) business and labor leaders,
especially those on the CDC Business and Labor Partners Board; and (3)
business and health media. The offeror also must have expertise on:
(1) public service advertising designed to motivate business leaders to
adopt AIDS in the workplace programs and policies; and (2) developing
and implementing regional corporate briefings on HIV/AIDS-related
issues. Offerors who request a copy of the solicitation and/or simply
provide a statement that they can perform the work required will not be
considered. In the absence of other qualified sources, it is the
Government's intent to make a sole source award to Ogilvy and Mather.
Only those responsible sources that meet the above requirements may
submit a proposal which shall be considered by the Agency. See numbered
