(TDA) invites submission of expressions of interest, qualifications and
appropriate references (collectively Expressions of Interest) from
interested U.S. consultants which are qualified on the basis of
experience and capability to provide energy sector, civil aviation or
telecommunications advisory services to Bosnia-Herzegovina (BH). There
are currently no funds available for these advisory services; TDA is
publicizing this opportunity in anticipation of the transfer of funds
in July 1996. When funds become available, TDA expects that the
Ministry of Transportation and Communications in BH or the Power
Company of Bosnia and Herzegovina (EPBiH), (''Grantees''), will issue
the RFPs and conduct the procurements, soliciting offers from some or
all of the consultants submitting Expressions of Interest. The
bilateral and multilateral donor agencies providing resources for the
reconstruction of BH infrastructure facilities have generally agreed on
sector responsibility and on initial project funding requirements. Some
emergency repair projects have been approved and are underway. Many
others are in various stages of development. As part of this program
the TDA intends to provide grants to BH for the purpose of engaging
three Senior Engineering Advisors (Advisors) to assist the responsible
Bosnian agencies in defining appropriate reconstruction projects and
in expediting and monitoring project completion in the Power and
Energy, Telecommunications and Civil Aviation sectors. The main
objectives of the Advisor assignments are to: 1. work directly with
responsible Bosnian agencies to ensure that, within the constraints of
available funding, their needs are being met and that appropriate
project priorities are established by the donor agencies. 2. assist the
Bosnian agencies in coordinating with the donor agencies, project
implementation units (PIUs), and contractors to ensure the active
participation of responsible local officials in all aspects of facility
reconstruction and operation. 3. provide coordination among sector
projects to help ensure effective utilization of local and foreign
resources. 4. ensure adequate monitoring and reporting of project
progress and certification of satisfactory project completion. 5.
ensure that adequate training for staff of the repaired facilities is
provided for operation and maintenance. 6. assist in the design,
development and supervision of new projects for bank financing/donor
assistance. 7. assist in identifying longer-term infrastructure
priorities beyond emergency reconstruction The responsibilities and
general qualifications of the 3 Advisors are outlined below. Services
Required: In general, each Advisor will provide the following services
in the assigned sector: Project Definition: Work directly with the
responsible Bosnian agency to assess the condition of essential
facilities, define and estimate the cost of emergency repairs and
longer-term improvements, evaluate the technical and economic
feasibility of various repair projects, and develop prioritized lists
of specific repair and improvement projects. Assist in preparing
project documentation for donor agency/lending institution evaluation
and for inclusion in tender documents, including project descriptions,
drawings, specifications, and acceptance criteria. International
performance and quality standards will be specified where appropriate
to ensure acceptable quality and use of efficient system and equipment
designs. Project Approval: Coordinate with donor agencies and lending
institutions in evaluation and approval of individual projects to
ensure consistency between donor and recipient requirements and timely
approvals. Procurement: Assist the responsible Bosnian agency with the
procurement process and procedures, including development and review of
procurement plans to ensure compliance with sound procurement
practices, preparation of tender documents, identification and
prequalification of bidders, issuance of tender documents and other
procedural assistance. Project Supervision: Assist the responsible
Bosnian agency and PIU in supervising approved projects, including
setting up suitable project management systems, preparing and issuing
periodic progress reports, monitoring contractors' and suppliers'
performance, and reviewing payments and accounts. Project Coordination:
Participate in coordination among the responsible Bosnian agencies,
donor agencies, sector coordinating groups, PIUs, and contractors to
provide timely and consistent progress reporting, identify gaps and
overlaps between projects, focus on project schedule critical paths,
resolve bottlenecks and disputes, and make the most effective use of
donor and local resources to promote the timely completion of the most
urgent projects. Each Advisor assignment will be for one year in
Sarajevo with a possibility of renewal. Each Advisor will be assigned
to and work in the offices of the Grantee responsible for the sector.
Qualifications: The Advisors for each sector should have the following
qualifications: Advanced engineering degree with an accredited
professional engineering license in one of the major engineering
disciplines. (This is not a minimum qualification for the telecom
sector.) Registration as a professional engineer in at least one
discipline highly desirable. Extensive experience in design,
engineering, specification, preparation, procurement, and construction
or construction management of the types of facilities to be
reconstructed for the sector to which he/she will be assigned. Requires
knowledge of current engineering and construction standards. Experience
in inspecting field installations and supervising field construction
highly desirable. Experience as a senior project engineer or project
manager on engineering/construction projects and a demonstrated ability
to direct other professional engineers. Experience in working on
overseas engineering and construction projects and in working
collaboratively with host country and third country nationals.
Experience in engineering planning, scheduling, and cost estimating of
typical types of projects and an understanding of constraints to
successful project implementation. Familiarity with computerized
project scheduling and control tools is desirable. Good written and
verbal communication skills and proven leadership qualities to be able
to negotiate at senior levels to resolve complex project issues. It is
recognized that no one individual can have the breadth of experience
and capabilities to cover all aspects of the full range of projects to
be defined and implemented within each sector. Therefore, in addition
to their individual qualifications, the Advisors must be part of a
larger engineering organization with the breadth and depth of
capabilities to provide additional expertise and support to assist in
resolving problems in any areas when required. This support may be in
such areas as procurement, contracting, project control systems,
financing, or specialized engineering, and may be provided through
consultations with specialists in the organization's home office or
through short term assignments in Bosnia. Local support by Bosnian
nationals also may be required to provide various support services such
as locating and translating design documents of facilities to be
reconstructed, assessing the existing condition of facilities,
providing local design codes and standards, and identifying and
assisting in evaluating local contractors and suppliers. It is expected
that the responsible Bosnian agency will provide most or all of these
services but on occasion it may be necessary for the Advisors to
arrange for them independently. Specialized experience required of the
Advisor per sector follows: Civil Aviation: The civil aviation Advisor
requires the following background: 1. Experience in airport financial
matters, including rate setting, concession planning, financial and
information systems, airline lease negotiations and debt insurance. 2.
Experience in preparing and implementing a strategic planning process
for airports. 3. Experience with technical matters such as airport
master planning, demand forecasting, space planning, and environmental
impact assessments. 4. Knowledge of ICAO standards is essential, and
knowledge of the European ATC plan (EATCHIP) is desirable. 5.
Experience and knowledge of major airport systems and equipment used
for air traffic control, navigation, weather monitoring, cargo-handling
and aircraft maintenance. Power and Energy: The power and energy
Advisor requires the following background: 1. Extensive experience in
all forms of electrical power generation, transmission and distribution
systems in a utility environment. Experience in district heating and
cogeneration cycles for utility thermal plants. 2. Experience in
condition assessment of electrical generation, transmission and
distribution systems. 3. Experience in site selection and generation
planning, with consideration of electrical load distribution and
consumption, district heating systems, transmission and distribution
capability, fuel sourcing and delivery, electrical generation equipment
capability and availability. 4. Experience in economic analysis of
alternative generation plans, including capital cost estimating,
thermal efficiencies, operations and maintenance costs and revenue
generation. Telecommunications: The telecom Advisor requires the
following background 1. In-depth knowledge of CCITT Telecom
specifications. 2. Knowledge of Ericsson AXE central office switching
and design. Knowledge of Siemens Gateway and Transmission Systems. 3.
Working and design knowledge of central office switching in European
environments (E1--2.04Mb). Must have skills to design and specify low
cost rural and third world switching systems using alternative
approaches such as PBX systems in place of more expensive CO class
switching. 4. Knowledge of interfacing all types of telephony systems
such as cellular telephone, paging, and advance data services. 5.
Working knowledge of ATM and IPX switching is required to allow Bosnia
to install next generation switching architecture to ensure future
expansion capability and the ability to provide more efficient
communication network design. 6. The Advisor must have working
knowledge and access to information concerning long transmission design
using microwave, fiber, satellite, and copper technologies. Subject to
the availability of funds, U.S. consultants selected by the Grantees
will be paid in U.S. dollars from three $300,000 grants to the Ministry
of Transport and Communications and the EPBiH, respectively, from TDA.
There is no further background information available. The RFP, which
will be issued by the pertinent BH Grantee, will provide sufficient
detail for U.S. companies to submit a detailed proposal. Only U.S.
consultants may respond to this TDA activity. Details of TDAs
nationality requirements are available on request. Interested U.S.
