496-6546. The National Library of Medicine intends to negotiate on a
sole-source basis with the Association of Health Services Research
(AHSR) for an increase in effort under Contract No. N01-LM-4-3528. This
contract was awarded noncompetitively on May 6, 1994 for ''Health
Services Research-in-Progress Support.'' The Health Services Research
(HSR) emphasis has shifted from the Federal government and private
foundations to state governments and the private sector (e.g. managed
care organizations). Because of this dramatic shift, NLM is interested
in having AHSR identify these new entrants into the HSR arena and
solicit their participation in HSRProj. When project records are
received AHSR will enter them into HSRProj. Adding research funded by
the private sector and states is essential to ensure that HSRProj
continues to provide comprehensive coverage of HSR in progress.
Identifying the new organizations, soliciting their participation in
HSRProj and entering project records into HSRProj entails additional
effort of approximately 761 hours of professional labor on the part of
the Contractor. AHSR is the only source capable of performing this
additional effort because it is the designer and developer of the
HSRProj information system and has the experience, subject expertise,
and personnel capable of providing the necessary service within the
