BELGIUM: SECURITY REQUIREMENTS FOR FIREARMS & AMMUNITION The following notification is being circulated in accordance with Article 10.6. G/TBT/Notif.96.203. 1. Member to Agreement notifying: Belgium. Products covered (HS or CCCN where applicable, otherwise national tariff heading. ICS numbers may be provided in addition, where applicable): Inter alia, locks, laminated glass and wired glass, extinguishers, alarm equipment, strongboxes, etc. 5. Title, number of pages and language(s) of the notified document: Royal Order Defining the Security Requirements Applicable to the Stocking, Storing and Collection of Firearms and Ammunition. 6. Description of content: Permission to store weapons and ammunition is made subject to compliance with a number of security measures, depending on the quantity and type of weapons concerned. An existing Dutch standard is proposed for locks, an existing Belgian standard is proposed for laminated glass and wired glass. Alarm installations must be in conformity with the existing regulations issued by the Ministry of the Interior (Royal Decree of 1991). Other safety measures have only to meet specific criteria such as weight, thickness, strength etc., as with the regulations already in force. 7. Objective and rationale: These regulations, which are essential for the protection of public order and safety, are laid down in the legislation on weapons. It is often found, when gunsmiths' shops or armouries are robbed, that security measures were either not taken or were inadequate, and that the weapons stolen subsequently pass into illegal channels and are then frequently used to commit crimes. Through the application of these regulations, persons storing weapons themselves will also be better protected. 8. Relevant documents: The Weapons Act and the Law on Security Enterprises, as defined in the draft legislation, accompanied by several of the relevant enforcement decrees.
