a sources sought market survey synopsis for vendors certified by the
Virginia Public Utility Commission to provided local telephone exchange
services. The primary service requirement is local access, switching,
transport, and related functions at Langley AFB, located in the City of
Hampton, Virginia. These exchange services do not include residential
or business services for non-government entities or customers such as
residential service for service members and their families or
non-government contractors located on Langley AFB. Langley AFB is
presently serviced by exchange (804)-764 provided by Bell Atlantic. The
NPA is scheduled to change from 804 to 757 on July 1, 1996. The current
quantity of direct in dial, direct out dial and two-way exchange access
trunks serving Langley is 236. This quantity may expand in the future
due to additional base requirements. Langley AFB currently uses ten
thousand direct in dial station numbers from (804)-764. This quantity
may expand by 5000 additional numbers requiring a new NXX in the
future. Local calling access for Langley AFB is needed to the exchange
located in Hampton VA. Local exchange services are required to enable
Government users to access the following: local and intra-LATA
exchange areas, and interconnection with inter-LATA exchange carriers.
The local exchange service shall include direct indial trunking to the
Government telephone digital switching system (Northern Telecom, Inc
MSL-100, equipped with business centrex software and features). The
vendor shall provide number portability for the current exchange DID
numbers. The vendor shall have the ability to acquire additional DID
station numbers. Access to the local exchange shall include Emergency
911 services and functions. The vendor shall extend Public Service
Answering Positions to the Government as required. The vendor shall
provide access to directory number information, e.g. NPA-555-1212 or
411. The vendor shall provide access to operator services to provide
subscriber line verification or barge-in, extend to long distance
providers, and a assist with other exchange access functions. For
testing and maintenance of exchange access lines or trunks terminated
to the Government switching system, the vendor shall provide directory
numbers for the local exchange test and maintenance desk and directory
numbers for connecting to switching system built-in test functions.
These test functions are used by the Governments switching system and
maintenance personnel to periodically test switched connections or to
manually select a circuit or channel by maintenance crafts-personnel.
The testing provides a measure of quality check on the connecting
facilities. Interconnection of the local exchange service shall be
provided by analog and digital trunks. Trunking connections for 4 wire
E&M Type 1 or 2 wire dial repeating, digital (1.544 Mbps) to provide
E&M, PRI (ISDN), and foreign exchange/local exchange loop or ground
start is required. The vendor shall provide and arrange billing in
monthly increments itemized by pilot directory number, by service type
and area codes. Billing shall be provided in paper format (original
and four copies) as a minimum. Magnetic media, formatted for sorting
and printing by the Government to distribute to tenants for
verification and certification may also be required. The billing shall
be separable by grouping of directory numbers or by individual
directory numbers for distribution by the users. The vendor shall
provide analog business lines and ISDN BRI digital line terminations.
The vendor shall provided transport services within the local exchange
area at data rates expected to range from low speed analog voice
bandwidth to condition channels supporting 56 Kbps and digital stream
ranging from DS1, DS3 to SONET OC-3/OC-12 rates. Migration of SONET to
next higher transmission rates is an expected growth plan. Dynamic
allocation of bandwidth is expected to be a future use of the local
exchange connection facilities. Termination of lines and trunks (analog
and digital facilities) shall meet via network loss constraints to
maintain an acceptable engineered transmission level to the user.
Reliability of facilities and equipment are concerns of the vendor. The
Government requires periodic traffic study data. Expected availability
of channels greater than 99.98% is needed. The quality of these
channels meet or exceed industry standards for maximum noise levels,
loss and echo. Demarcation of exchange access lines, private line
channels, and trunks shall be at the base central office. Termination
of digital circuits shall permit craft personnel to access by patch
cords. Demarcation of business lines shall be on the distribution frame
(including BRI(ISDN) U-Loop). Firms interested in providing for Langley
AFB local exchange services and media requirements are requested to
provide a summary of technical and financial information concerning
their certifications (by type i.e., facility or non-facility based by
service area), applicable tariffs, capabilities, experience (current
services or contracts to include points of contact), hardware assets
and access to switched services and corporate background in the
telecommunications industry. Offerors must provide specific information
as to how the services listed in this synopsis would or could be
satisfied. Only firms submitting acceptable technical and financial
statements or resumes will be solicited or considered for competitive
proposals or evaluation and selection under multiple tariffed services.

These exchange services do not include residential or business services
for non-government entities or customers. District of Columbia Air
National Guard (DC ANG) is presently serviced by exchange (540)-662
provided by Bell Atlantic. DC ANG is currently supported by a single
business line. This quantity is not expected to expand. Local exchange
services are required to enable Government users to access the
following: local and intra-LATA exchange areas, and interconnection
with inter-LATA exchange carriers. The local exchange service shall
include business centrex software and features, such as DTMF dialing,
speed dialing with storage capability of at least 8 directory numbers
(at least 15 digits each), call forwarding, caller ID, voice mail, etc.
The vendor shall provide number portability for the current exchange
station directory number. Requirements for new station numbers shall be
within the existing NXX until exhausted. The vendor shall have the
ability to acquire additional station numbers, if required. Access to
the local exchange shall include Emergency 911 services and functions.
The vendor shall provide access to directory number information, e.g.
NPA-555-1212 or 411. The vendor shall provide operator services to

distance providers, and a assist with other exchange access functions.

Winchester Regional Airport. If ISDN BRI are installed, the U-Loop
shall be extendible to the DC ANG offices to install NT1 interfaces.
Firms interested in providing local exchange service for the DC ANG are
requested to provide a summary of technical and financial information
concerning their certifications (by type i.e., facility or non-facility
based by service area), applicable tariffs, capabilities, experience
(current services or contracts to include points of contact), hardware
assets and access to switched services and corporate background in the
telecommunications industry. Offerors must provide specific information
as to how the services listed in this synopsis would or could be
