FISC Norfolk Detachment Philadelphia proposes to modify existing contract N00140-92-C-CB60 with Capital Health Services in order to allow for an additional six months of Emergency Room/Primary Care Clinic services at the Naval Hospital, Bremerton, WA. These services shall consist of one four month period of performance, commencing on 1 October 1996, with two, one month options. If all options are exercised, services will end on 31 March 1997. The number of visits is estimated at 30,000. This action is required in order to provide continuity of services before a follow-on contract can be placed. This firm is considered the only supplier of these services at this time as they are the only company which can support the immediate needs of the government without a costly start-up period. This contract is for services which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or to submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after the date of publication of this synopsis will be considered by the government. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purposes of determining whether to conduct competitive procurement.
