Christine Henderson, Contract Specialist, 202-685-8226. This is an
Indefinite Quantity Contract for services to include, but not limited
to, evaluate analysis of cultural resources management and planning
processes; interviewing techniques; preparing and conducting telephone
surveys; preparing reports including the text, design, layout and
graphics; obtaining specific professional preservation expertise; and
cartography in the Washington DC area. The estimated start date
08/19/96 and the estimated completion date is 08/19/98. Other projects
may be added which will require the same basic professional skills
listed below in this announcement. The individual fee for any one
project may not exceed $150,000. The guaranteed minimum will be
$10,000. The contract will not exceed $750,000. The contractor must be
able to perform 50% of all work in-house. The proposed contract is for
a term of 12 months with a government option to extend for an
additional 12 months from the expiration date of the original contract.
This will be a firm fixed price professional services contract.
SPECIFIC REQUIRED EVALUATION CRITERIA, IN RELATIVE ORDER OF IMPORTANCE,
INCLUDE THE FOLLOWING SPECALIZED EXPERIENCE AND QUALIFICATIONS: (1)
Familiarity and understanding of Federal and Navy historic
preservation/Cultural Resource laws and regulations and the primary
Federal and state historic preservation organizations. (In particular,
Navy Instructions regarding historic preservation, the National
Historic Preservation Act, Native American Graves Protection and
Repatriation Act, Archeological Resources Protection Act, SOI Standards
and Guidelines for Historic Preservation, the National Register of
Historic Places, State Historic Preservation Offices, and the Advisory
Council on Historic Preservation; (2) employ a preservation planner,
an architectural historian, a preservation architect, an archeologist,
an anthropologist and historian; (3) experience in preservation
planning, historic properties maintenance and archeology on military
installations, and experience with Native American cultural resources;
(4) professional capacity to sustain the loss of key personnel while
accomplishing the work for multiple delivery orders within the required
time constraints; (5) past performance on similar Navy or other DoD
contracts in terms of cost control, quality assurance, and compliance
with performance schedule. The firms which meet the requirements
described in the announcement above are invited to submit a completed
SF 254 and 255; writing samples and examples of reports and
publications that include graphics, text and photographs; complete
information concerning preservation experience with references; and an
up-to-date financial status report to the office shown above.
Interested firms responding in writing 30 days from this announcement
will be considered for selection. No other general notification to
firms under consideration for this project will be made and no further
