This is a combined synopsis/solicitation for commercial items prepared
in accordance with the format of Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional infor mation included in
this notice -- This announcement constitutes the only solicitation,
offers are being requested and a written solicitation will not be
issued. This solicitation and incorpora ted provisions and clauses are
those in effect through Federal Acquisition Circular 90.39. This
procurement is being conducted under the Simplified Acquisition
Threshold (SAT) procedure of the Federal Acquisition Streamlining Act
(FASA). This procure ment is a total small business set-aside. Standard
Industrial Classification (SIC) Code and Sized Standard are 3826 and
500 employees. This notice is being issued as a Request for Quota tion
(RFQ) for the following items: one (1) each guarded hot plate basic
unit and one (1) each intermediate temperature heater. Specifications
are as follows: a guarded hot plate unit must be capable of measuring
the thermal conductivity and performance of non-metallic insulation
materials in compliance with ASTM specification C-177 and ISO 3802. The
instrument shall consist of a test section and a control console which
are connected by 10 feet long electrical cables with quick disconnects
on at least one end. The test section shall be mounted on a hermetic
cally sealed base plate and shall include thermocouple and heater
connections, a pumping port, a gas in-flow port and two (2) 20 cm
diameter heat sinks suitable for cooling down to -180 degrees C using
liquid nitrogen as the coolant. The system shall be capable of
operation to a minimum sample temperature of -150 degrees C. The
control console shall include a programmable DC power supply for the
main heater, which can be set either manually or by computer, and
automatic self-tuning temperature controllers for the guard, outer
guard, and auxiliary heaters. The control system shall be capable of
maintaining temperature control of +/- 0.02 degree C and contain a
temperature limiting feature to prevent accidental overheating. The
temperature measurement system shall include Type K (chromel/alumel)
thermocouples with connections on the control console for hook up to a
computer data acquisition system and a built-in electronic
thermocouple reference junction. The system shall be equipped with
stack heaters capable of operating over a temperature range of -180 to
650 degrees C and shall consist of i) 20 cm diameter main/ guard
heater with stainless steel surface plates, thermocouples and
thermopile, ii) 20 cm diameter auxiliary (sample ''cold' side) heater
with stainless steel surface plates and ther mocouples, and iii) 30 cm
diameter, 7.5 cm high outer guard heater with inconel heater core and
sheathed heater wire. The upper use range of the system must be
extendible to 1000 degrees C by incorporating high temperature stack
heaters which can be purchased (at a future time) from the
manufacturer. The system must have the capability to operate under
vacuum and/or protective gas environments with the addition of user
supplied bell jar with an 18 in. diameter and a height of 30 in. The
system shall operate at 115v/60Hz, single-phase power and requires a 30
Amp outlet. The control console shall connect to a 30 Amp outlet via a
NEMA P6-30 plug on an 18 feet long cable. The system will be installed
at NASA-Ames Research Center and the instrument supplier shall provide
a minimum of one (1) day of on-site equipment set up and operation
instruction. The components of the system shall be new, no
demonstration or used equipment shall be accepted. Items to be
delivered shall be shipped FOB destination to: NASA Ames Reseach
Center, Receiving Section, Building 255, Moffett Field, CA 94035- 1000.
Delivery shall be no later than 30 days after contract award. The
following FAR provisions apply to this solicita tion: 52.212-1,

Items. Offerors are reminded to include a completed copy of the
provision at 52.212-3, Offeror Representations and
Certifications-Commercial Items with their offer. 52.212-4, Contract

Commercial Items. Under FAR 52.212-5, the following clauses apply to
this solicitation and any resultant contract: 52.222-3, 52.233-3,
52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-3, and 52.225-21.

rated DO-C9 under Defense Priorities and Allocations System. All
responsible sources shall submit written responses which shall include
(1) Solicitation Number, RFQ2-36386(SLS), (2) price, (3)
discount/payment terms, (4) a description with sufficient technical
detail to show that the product offered meets the requirements from the
Government with descriptive literature. Questions regarding this
acquisition must be submitted in writing no later than August 2, 1996.
Quotations are due by 4:30pm PDT on August 20, 1996, to the attention
of Sharon L. Sinnott and should be mailed to NASA-Ames Research
Center, M/S: 241-1, Moffett Field, CA 94035. It is contemplated that a
firm-fixed price contract will be awarded. Award shall be made to the
responsible offeror providing the most advantageous offer to the
Government, price and other factors considered. The following factors
shall be used to evaluate offers: (1) technical capability of the item
offered to meet the Government requirements included in this
solicitations, (2) past performance (the system offered shall be of
proven design with a history of satisfactory performance, as
demonstrated by units in the field), (3) price. It is anticipated that
an award will be made within 10 business days after the date of
receipt of quotations. NASA has established an ombudsman program to
