engineer services to be performed within the boundaries of the Midewin
National Tallgrass Prairie site, formerly known as the Joliet Arsenal,
in Will County, Illinois. This area is part of the Shawnee National
Forest, Harrisburg, Illinois. The professional services required could
include structural investigation of existing facilities, dam and
bridge inspections, preparation of specifications for rehabilitation of
existing facilities, and other architect, landscape architect, and
engineer services. The planned contract will consist of a Base Year and
Two Option Years. The amount of work contained in this contract will
vary depending on need and budget constraints. There will be no
guaranteed minimum or maximum payments. The following criteria will be
used to evaluate Architect-Engineer questionnaires submitted: 1.
Professional qualifications necessary for satisfactory performance of
required services (when a registered engineer is required on a delivery
order, the engineer shall be registered in the state of Illinois in the
respective area. Proof of Illinois registration will be required before
contract award); 2. Specialized experience and technical competence in
the type of work required; 3. Capacity to accomplish the work in the
required time; 4. Past performance on contracts with Government
agencies and private industry in terms of cost control, quality of
work, and compliance with performance schedules; 5. Location in the
general geographical area of the project and knowledge of the locality
of the project; provided, that application of this criterion leaves an
appropriate number of qualified firms, given the nature and size of the
project (preferably less than 75 miles from the site); 6. Demonstrated
success in prescribing the use of recovered materials and achieving
waste reduction and energy efficiency in facility design; 7. Adequacy
of facilities for performance of the work, including those necessary to
provide specialized services that may be required; 8. Availability of
additional contractor personnel or consultants to support expansion or
acceleration of a project. Responses received by August 29, 1996, will
be considered for selection. Firms desiring consideration shall submit
the appropriate data described in Numbered Note 24. This is not a
request for proposals. Reference for this project is Midewin NTP
