negotiate a contract on a sole source basis with Brookhaven Instruments
Corp., to provide a Zeta Potential Analyzer. Negotiations shall be
conducted pursuant to the authority of 41 U.S.C. 253 (c)(1), which
allows for negotiations without full and open competition if there is
only one responsible source. The basis for this determination is that
the Robert S. Kerr Environmental Research Laboratory (RSKERL) has a
requirement for an instrument that possesses the unique capabilities of
permitting no cell alignment and no ''stationary level'' requiring
adjustment for measurement of zeta potential. These unique capabilities
are essential for parameter measurements as many different people will
use the instrument and cell alignment is very operator-dependent and
thus affects zeta potential accuracy and precision. THIS IS NOT A
REQUEST FOR PROPOSALS. Sources wishing to be considered must provide
descriptive information which establishes their capability to meet the
stated requirements. Documentation should be submitted within 15 days
of publication of this notice. THIS NOTICE SUPERSEDES EARLIER SYNOPSIS
